Handling thousands of tons of ore backlog at Cua Lo Port

(Baonghean) -For a long time, many tons of iron ore at the port could not be exported, could not be returned to the owner, and could not be liquidated as backlog. The deadlock in handling caused difficulties for Cua Lo Port.

The reason is known that the buyer China stopped purchasing, on the other hand, the State's policy of banning exports has caused 9,600 tons of ore to "stand still" for many years. Frustrated with the fact that nearly 10,000 tons of iron ore of enterprises: Quang Vinh Company Limited, Thuy Trang Trading Company Limited, Thanh Luan Company Limited, Van Minh Trading Company Limited, Tan Xuan Company, Thien Truong Company Limited, Binh Duong Company are lying idle at the port, stagnant since 2009 until now, Cua Lo Port, Nghe Tinh Port One Member Co., Ltd. have sent many official dispatches to relevant levels and sectors to resolve.

The backlog of goods at the port in recent times has greatly affected the port's operations. In addition to the environmental impact of the goods, the storage costs of shipments for many years have not been paid by the parties. "These goods occupy space, hindering the reception of new goods. This has caused a lot of losses for our port in clearing the goods staging area, as well as finding exploitation areas," said Mr. Tran Van Dat - Director of Cua Lo Port.

Recently, implementing the direction of Nghe An Provincial People's Committee on strengthening inspection against illegal export of minerals; the official dispatch of the Ministry of Industry and Trade on the export of mineral stocks of Nghe An enterprises, the Ministry of Industry and Trade allowed a number of enterprises with inventories to export goods such as iron ore and manganese in the province through Cua Lo and Ben Thuy Ports. Up to now, implementing the direction of Nghe An Customs Department, Cua Lo Port has unloaded and released nearly 5,000 tons of ore, returning the port site. It is expected that this amount of inventory will be released by the end of the first quarter. "For unloading this amount of goods, we only received the money for loading and unloading the goods. That is also fortunate." - said the leader of Cua Lo Port.

So far, the backlog at Cua Lo Port has basically been resolved, but the story is raising some issues.

Firstly, how to avoid the situation where some businesses take advantage of it to smuggle, or take advantage of domestic transportation to smuggle ore types that are banned from export according to state regulations.

Second, how to prevent similar phenomena from happening, causing difficulties in the settlement work. Is it possible that the unreasonable and outdated regulations in handling backlog goods are the cause of the situation of goods being stuck at the port? Because not only Cua Lo Port but many large seaports across the country are also facing the situation of backlog of goods and land encroachment.

Thus, there needs to be clearer regulations on the storage period in the warehouse to determine which goods are stored beyond the storage period. In fact, the regulation stipulates that goods must be considered “liquidated goods” after 60 days, notified 3 times without any recipient, and accompanied by the shipping line and customer refusing to receive the goods, so that the loading and unloading enterprise can handle them.
