Handled more than 4,000 cases of intellectual property violations

The above information was given at the Conference summarizing the implementation of the Action Program on cooperation in preventing and combating intellectual property rights infringement (Action Program 168) phase 1 (2006 - 2010) organized by the Ministry of Science and Technology (MOST) recently in Hanoi.




Overview of the Conference

Chief Inspector of the Ministry of Science and Technology Tran Minh Dung said that inspection and examination forces in ministries and localities have handled over 4,577 cases of intellectual property rights violations, with a total fine of over VND19.7 billion and the value of infringing goods and means of transport worth tens of billions of VND.

Specifically, the Inspectorate of the Ministry of Culture, Sports and Tourism inspected 118 establishments in compliance with regulations on protection of computer software, music copyright and applied fine arts. In the first 5 months of 2012 alone, the Inspectorate of the Ministry conducted surprise inspections of 32 enterprises, of which 21 were fined (VND 820 million) and 2 were warned. The Inspectorate of the Ministry also administratively sanctioned 8 digital content business companies for storing, providing and disseminating to the public a large number of recordings without the consent of members of the International Federation of the Phonographic Industry (IFPI), with a fine of VND 227 million.

Inspectors of the Ministry of Science and Technology inspected 159 establishments, discovered and handled 153 cases of industrial property rights infringement, issued warnings to 9 cases, fined 144 cases with a total amount of over 2.3 billion VND, and forced the destruction and removal of infringing elements from many types of products and goods.


The Information and Communications Inspectorate inspected 1,000 establishments, of which 180 establishments were found to have violated copyright regulations in publishing activities. It issued warnings to 30 establishments, fined 150 establishments with a total fine of 1.5 billion VND, confiscated and destroyed 100 tons of books, 100,000 copies of copyright-infringing books...


Thus, with the efforts of ministries, branches and especially localities nationwide, after 5 years of implementing Action Program 168, the work of strengthening intellectual property rights enforcement activities has had positive changes, clearly demonstrating Vietnam's enforcement responsibility when joining the WTO.
