Timely handling of problems arising in the construction of the North-South expressway through Nghe An
(Baonghean.vn) - At the latest meeting with the People's Committee of Nghe An province on site clearance for the North-South Expressway, in response to items arising from actual construction, localities made a number of recommendations to ensure traffic safety, the environment and the functionality of the works after the expressway comes into operation.
Proactively propose design adjustments
Up to this point,North-South Expressway, Nghi Son - Dien Chau sectionhas completed over 35% of the construction volume and strives to be able to open the route by the end of this year; the Dien Chau - Bai Vot section, due to late selection of the contractor, is in the process of completing site clearance documents and the construction volume is currently only about 15%.

However, at the working sessions, in addition to considering recommendations related to the rights of each household regarding land recovery and site clearance compensation; there is also a new issue of newly arising items that need to be updated and promptly edited into the construction plan.
The new highway is taking shape in reality, so there are some arising issues that need to be updated. If resolved promptly during the construction process, the results will be much better.

Sharing this view, the representative of the Provincial People's Committee also said that, compared to reality, although the cross-section drawing of the North-South Expressway has designed culverts, road crossings or talus fences for people to travel, prevent flooding... but when the road was formed, the people as well as the local government through the role of community supervisors realized the arising shortcomings and made the right recommendations.
The North-South Expressway has a fairly high design elevation like a dike running from North to South, so in sections with large-span bridges or culverts, if there is no culvert large enough, it is very dangerous and can easily cause local flooding. Therefore, based on consideration, since the beginning of February when accelerating the construction progress, the Department of Transport and the Provincial People's Committee have sent a document requesting Project Management Board 6 to consider updating the construction design plan to contribute to ensuring traffic safety, environmental sanitation, and flood prevention.

Specifically, the People's Committee of Quynh Vinh Commune (Hoang Mai Town) has proposed that the Ministry of Transport and Project Management Board 6 supplement a technical system to protect the D800 water pipeline on National Highway 48D due to its intersection with the expressway and its location around the intersection with the National Highway 48D overpass. The Department of Transport representative said that the issue had been reviewed and submitted to the Provincial People's Committee.

Hoang Mai Town also proposed a plan to relocate some households with houses and constructions located within the road safety corridor in Quynh Vinh Commune to stabilize their lives. Because if they stay, people will not be able to repair or upgrade their houses and will not be able to ensure traffic safety after the highway is put into operation.
In Quynh Luu, the District People's Committee also recommended that the investor adjust the size of the underpass at Km402+942.68 in Quynh Hoa commune to comply with the planning of Provincial Road 537D.
According to the representative of Nghe An Department of Transport, in addition to the above locations, the Provincial People's Committee considered and proposed to add an underpass at Km 414+094 in Dien Doai commune (Dien Chau district) to facilitate people's travel and production; add a collector road system in Hung Thong commune (Hung Nguyen district) to connect with Le Xuan Dao street, intoGeneral Secretary Le Hong Phong Relic Site, length about 400 m.
New problems and shortcomings arise
In addition to the problems that arose before, recently, the construction of the expressway has also had some new contents. That is, Dien Chau district continues to propose to supplement the Son Tinh drainage canal embankment system, from Km 413 +100 to Km 413 +864 in Dien Doai commune to ensure drainage and avoid landslides on the west side of the North - South Expressway when the flood season is coming; add an underpass in Dien Yen commune, Dien Chau at Km 415 +180 to facilitate people's travel and agricultural production.
Mr. Tang Van Luyen - Chairman of Dien Chau District People's Committee explained: Currently, the expressway is under construction so the impact is not clear, but when completed, it will definitely be affected; in the rainy season, water from Son Tinh canal flows down, the expressway acts as a barrier, if there is no embankment, it will cause erosion.

Meanwhile, in Hoang Mai Town, during the construction of the Hoang Mai River overpass, the construction unit built a service road by blocking the river and only opened a culvert across the river with a fairly small aperture.

Responding to the recommendations of the People's Committee of Nghe An province and localities, the representative of Project Management Board 6 said that the recommendations were reasonable and within the authority, Project Management Board 6 had updated, accepted and edited. However, in reality, some recommendations of the province were beyond the authority of the Board, if adjusted, it would lead to the project capital estimate, so the Board had to recalculate to submit to the Ministry of Transport for consideration. Currently, the total investment for the entire project has been approved by the Government and the National Assembly and each sub-project has been reviewed and approved by the competent authority.

Currently, to ensure traffic safety and environmental sanitation, according to observations at noon and afternoon at the intersections between the expressway and National Highway 48B through Quynh My, National Highway 48E through Quynh Tan (Quynh Luu), National Highway 48D through Quynh Vinh commune (Hoang Mai town), National Highway 48 through Dien Doai commune, National Highway 7 through Dien Cat, and the service road taking soil materials from N2 through Dien Loi commune (Dien Chau), construction units have arranged water spraying vehicles to minimize dust.
Regarding the recommendation that the construction unit must repair damage to offline service roads, the representativeProject Management 6The Ministry of Transport said it will direct the construction unit to fulfill this commitment to the people and local authorities.
