On the afternoon of June 25, at a meeting on the incident of a VietJet Air Joint Stock Company plane taking passengers to Da Lat but landing in Cam Ranh, Khanh Hoa on the afternoon of June 19, Minister Dinh La Thang said: The recent incident of VietJet Air is an extremely serious violation, directly affecting flight safety. Therefore, all relevant agencies and businesses must seriously learn from this incident and draw lessons.
Review and clarify the responsibilities of relevant individuals and units.
At the meeting, on behalf of the leaders of the Ministry of Transport, the Minister apologized to the people and passengers for letting the above incident happen. "If the Civil Aviation Authority of Vietnam had been more determined after inspecting and making recommendations on VietJet's flight operations, had found that it did not meet the conditions and had to stop the flights, or had found that it did meet the conditions but still strictly controlled it every day, how could this have happened?" - the Minister emphasized.
The Minister assigned Deputy Minister Pham Quy Tieu to chair a meeting with relevant agencies and units such as the Civil Aviation Authority of Vietnam (CAAV), Vietnam Air Traffic Management Corporation, Vietnam Airports Corporation, businesses, etc., to clearly review and handle the responsibilities of relevant units and individuals. “Directly reprimand the Director of the Civil Aviation Authority of Vietnam for reporting information late, there is a phenomenon of information concealment. It has been discovered that VJA is not good yet, but there are recommendations but there are no specific sanctions. The coordination organization at an airport is not good, there is still a phenomenon of shifting responsibility to each other.” - The Minister requested.
The Minister also assigned Deputy Minister Pham Quy Tieu to direct that from this incident, lessons be learned and immediately added to the Law on Aviation which is being amended to more clearly define the responsibility of State management, the responsibility of enterprises and relevant agencies regarding aviation safety issues; at the same time, review the licensing process, training and fostering process on aviation safety on the basis of absolute respect for ICAO procedures.
The Minister requested that the Vietnam Air Traffic Management Corporation and the Vietnam Airports Corporation hold a meeting to review and handle responsibilities for related units and individuals.
VietJet Air must strictly handle related individuals
The Minister requested that VietJet Air strictly handle related individuals, especially the coordinator; strictly handle related individuals and units that conceal information; At the same time, the airline needs to strengthen training, foster expertise, professionalism, and professional skills for its human resources.
In addition, the Minister also requested the Civil Aviation Authority of Vietnam to work with all airlines to learn from experience. The report on experience and handling of responsibilities must be completed by July 5 at the latest.
"We must report early so that the Ministry of Transport can report to the government and the people so that the government and the people can see the openness and openness of the Ministry of Transport, the aviation industry and businesses," the Minister emphasized.
Serious mining incident
Reporting at the meeting, Director of the Civil Aviation Authority of Vietnam Lai Xuan Thanh said that the plane scheduled to go to Da Lat had a technical problem, so VietJet Air decided to change to another plane (planned to go to Cam Ranh) to replace it. All flight procedures and boarding procedures were carried out according to the newly changed plan. However, all other departments related to flight operations of the flight still followed the old flight plan.
Therefore, the plane was deployed to Da Lat but the pilot still headed towards Cam Ranh airport. The incident was only discovered by authorities when the plane was 5 miles away from Cam Ranh airport.
Mr. Thanh assessed that this was a serious operating incident and posed a potential threat to flight safety. The entire system and each component had errors.
At the meeting, the representative of VietJet's flight operations also admitted the airline's fault first. Specifically, the flight crew did not comply with the flight regulations of the Civil Aviation Authority and the airline. According to the airline's regulations, before flying, the flight crew must have a pre-flight meeting to discuss. However, the flight crew failed to inform each other, the pilot knew the flight plan to Cam Ranh, but the flight attendants still served passengers going to Da Lat.
In general assessment of safety and security on this flight, the airline representative said that there were no security-threatening situations; although the flight did not directly encounter safety issues (because the pilot was flying to Cam Ranh, and fuel was supplied to the plane to Cam Ranh), the airline acknowledged that the Department's assessment was that there was a risk of threatening flight safety.
Previously, on June 19, the Civil Aviation Authority of Vietnam received a report that an A320 aircraft with registration number VN-A692 of VietJet Air Joint Stock Company operated flight VJ8575 on the Hanoi - Cam Ranh route. However, all passengers, luggage and cargo transported on flight VJ8575 were on the ticket to Da Lat.
Immediately after the incident, VietJet Air contacted the Civil Aviation Authority to request an additional flight permit with flight number VJ 8575D to transport all passengers, luggage and cargo of flight VJ8575 to Da Lat. The additional flight number VJ 8575D landed in Da Lat at 21:50.
The Civil Aviation Authority of Vietnam determined that this was a serious flight incident, so on June 20, it decided to establish an investigation team to determine the cause and responsibility of the organizations and individuals involved./.
