Strictly handle production and business establishments that cause environmental pollution.

In order to effectively manage the environment and water resources in the province, gradually and completely resolve pollution hotspots, the Department of Natural Resources and Environment requests the Management Board of the Southeast Economic Zone; People's Committees of districts, cities and towns to strengthen state management of environmental protection. Focusing on the following contents:

1. Strengthen inspection, examination and supervision of the implementation of environmental protection laws for production and business establishments in the area under authority, especially production, business and service establishments with risks of causing environmental pollution to have a direction for handling and resolving them thoroughly. Pay attention to establishments with high risks of causing environmental pollution, such as: Concentrated livestock farming, processing of cassava starch, paper pulp, mining of gold, lead, zinc, river sand and gravel...; processing of lead, zinc, gold, manganese, iron, white stone,... minerals; production of beer, alcohol,... At the same time, strengthen supervision of the implementation of conclusions on the remaining contents of production and business establishments;

2. Strictly handle production and business establishments that violate the law. Recommend relevant levels to coordinate and handle if necessary.

3. Annually, based on the results of inspection and examination, organize a review, make a list and propose a roadmap to thoroughly handle facilities causing environmental pollution and serious environmental pollution in the area, send it to the Department of Natural Resources and Environment for synthesis, and submit it to the Provincial People's Committee for consideration and decision.

4. Improve the quality of appraisal, issuance of Certificates of environmental protection commitment and supervision of the implementation of the contents of environmental protection commitment, environmental impact assessment reports according to regulations and strengthen inspection, supervision and urging after licensing.
