Strictly handle officials and civil servants who violate traffic laws
On September 17, 2024, the Prime Minister signed and issued Directive 35/CT-TTg on handling cadres, civil servants, public employees and soldiers of the armed forces who violate regulations on driving vehicles with alcohol concentration in their blood or breath and do not cooperate with the authorities in handling the violation. Many violations in traffic participation
Directive 35/CT-TTg of the Prime Minister stated: In the past, there were still a number of cadres, civil servants, public employees, officers and soldiers in the armed forces who lacked exemplary conduct, violated the law when participating in traffic, even had substandard behavior, and did not comply with the inspection and handling of the functional forces, especially in alcohol concentration testing.
There are some cases of drivers violating alcohol concentration causing traffic accidents resulting in death, fleeing the scene, resisting and not cooperating with the inspection and handling of the authorities, causing public outrage.

In 2023 and the first quarter of 2024 alone, the police force across the country inspected, handled administrative violations, and verified and sent notices to management agencies and units for more than 7,600 party members, cadres, civil servants, and public employees who violated alcohol concentration.
A number of traffic accidents caused by officers, civil servants, public employees, and armed forces officers violating alcohol concentration have affected the reputation and image of officers, civil servants, and public employees, causing discontent among the people.
Therefore, the Prime Minister requests: When there is a notice from a competent authority about a cadre, civil servant or public employee under its management violating alcohol concentration and not cooperating with the competent authority in handling the violation, the cadre management agency, based on the provisions of the law on disciplinary action against cadres, civil servants or public employees and the specific regulations of the agency or unit, must strictly implement the handling procedure according to the regulations; the handling must ensure objectivity, fairness, publicity, strictness, accuracy and timeliness; it is strictly forbidden to cover up or conceal the shortcomings of violating cadres, civil servants or public employees.
Directive 35 also emphasizes the need to consider the responsibility of heads of agencies and units where many people violate alcohol concentration, do not comply with orders and requests of law enforcement forces, or do not strictly or promptly handle officials, civil servants and public employees who commit violations under their management.

In Nghe An, although not many, in reality there are still some cases of officials, civil servants and public employees violating and being handled, such as the case of the driver of a blue-plate car in Tuong Duong district violating the alcohol concentration at 0.173 mg/liter of breath on the evening of September 22, 2023.
Another case was an armed forces officer who refused to comply with an alcohol test order, resisted, and drove away on January 21, 2024 on Tran Phu Street, Vinh City.
When this person drove away to Chu Van An Street, the Traffic Police stopped him, made a record, and caught him red-handed for resisting law enforcement officers. His alcohol level was 0.399 mg/breath.

There are cases where officials and civil servants have hooligan and uncivilized behavior when participating in traffic, causing public outrage. For example, the incident that occurred on the morning of March 13, at the Customs roundabout (Vinh City), while vehicles were circulating, a collision occurred between a car and a motorbike with license plate 37N9 - 6899, causing the motorbike to fall onto the road. As soon as he stood up, the motorbike driver used his foot to kick the car door and took off the helmet he was wearing, hitting it hard on the driver's side window, causing it to break, then threw the helmet into the car.

The aggressiveness of the motorcyclist made many people angry, thinking that this was an uncultured traffic behavior and needed to be dealt with severely.
Immediately afterwards, Vinh City Police stepped in to handle the case. Through verification, the man riding the motorbike was a Customs officer, born in 1984.
Set an example in building traffic culture
In order to create changes in building a traffic culture, restoring order and discipline in compliance with traffic laws, the Provincial Party Committee and People's Committee of Nghe An province have issued many documents strictly prohibiting cadres, party members, civil servants and public employees in the political system from intervening and influencing the process of checking and handling violations related to alcohol concentration.
At the same time, the authorities are required to resolutely and strictly handle violations with the viewpoint of "no forbidden zones, no exceptions".

For example, the Standing Committee of the Provincial Party Committee issued Official Dispatch No. 1763-CV/TU on strengthening leadership and direction in the implementation of legal regulations on traffic safety and order in Nghe An province. In particular, it requires Party executive committees, Party delegations, the Fatherland Front and socio-political organizations, heads of provincial, district, city, town departments, branches and sectors, and affiliated Party Committees to review and supplement the content "do not drive vehicles when drinking alcohol, beer, alcoholic beverages, or stimulants" into the working regulations and internal rules of agencies and units; propose strict sanctions for violating individuals and handle the responsibility of relevant leaders and collectives.

Official dispatch No. 1763 emphasizes the exemplary role of cadres and civil servants: “Every cadre, civil servant, public employee, party member, and armed force member must be exemplary and take the lead in complying with the provisions of the law on traffic safety and order. In particular, do not drive a vehicle after consuming alcohol or beer and do not sit in vehicles driven by drivers who have consumed alcohol or beer.”

Along with that, the Standing Committee of the Provincial Party Committee also requested the Provincial Party Committee of the Public Security to thoroughly educate officers and soldiers in the process of handling traffic law violations, absolutely "no forbidden zones, no exceptions", not to resolve any cases of intervention, or to ask for forgiveness of violations. Strictly handle according to regulations those who take advantage of, pretend to work for state agencies, the press, and take advantage of social networks to influence the handling of the police force. Strictly prohibit all acts of covering up, changing, or ignoring violations of alcohol concentration when driving a vehicle in traffic.
The process of handling violators who are cadres, civil servants, public employees, party members, and armed forces must send a notice of the violation to the head of the agency or unit for review and handling according to regulations; at the same time, send it to the inspection committee and the internal affairs agency at the same level to monitor the handling of violating civil servants, public employees, armed forces, and party members.
Previously, the Provincial People's Committee also issued Directive No. 19/CT-UBND strictly prohibiting cadres, party members, civil servants, and public employees from the provincial level to the commune, village, block, hamlet, and village levels from intervening and influencing the handling of traffic safety violations by the force directly inspecting and handling traffic safety violations, determined to create changes in compliance with traffic safety and order regulations within agencies and organizations.
Hold leaders accountable
Besides the exemplary role of cadres, civil servants and public employees, the Provincial Party Committee and Provincial People's Committee especially emphasize the responsibility of leaders in forming "traffic culture in agencies and units".
Official dispatch No. 1763-CV/TU of the Standing Committee of the Provincial Party Committee on "strengthening leadership and direction in compliance with legal regulations on traffic order in Nghe An province" clearly states: "Heads of agencies, units and localities are responsible before the Standing Committee of the Provincial Party Committee if they allow cadres, civil servants, public employees and party members of their agencies and units to violate or do not strictly handle or properly handle violations of regulations on driving vehicles while drinking alcohol or using stimulants".

In Document No. 7995/UBND-NC dated September 21, 2023 on strengthening compliance with the law to ensure traffic order and safety for cadres, party members, civil servants and public employees, the Provincial People's Committee also emphasized: It will consider and strictly handle the joint responsibility of the heads of agencies, units and localities if there are cadres, party members, civil servants and public employees who violate the law on traffic order and safety causing traffic accidents, especially violations of alcohol concentration; detected by the Working Group of the Ministry of Public Security and a written notice sent to the managing unit and locality upon receiving the notice that the handling is not directed or not handled seriously.
Previously, in Plan 328/KH-UBND dated May 16, 2023 on implementing Directive No. 10/CT-TTg of the Prime Minister on strengthening the work of ensuring order and safety of road traffic in the new situation, the People's Committee of Nghe An province also clearly stated that it would consider and handle the responsibility of the heads of local Party committees and authorities if the traffic order and safety situation became complicated in the area due to lack of leadership, direction, inspection, supervision or inadequate implementation of responsibilities within the scope of management.
Implementing the direction of the Provincial Party Committee and the Provincial People's Committee, departments, branches and localities have proactively issued plans to propagate laws on traffic safety and order, especially the issue of setting an example of "don't drive after drinking alcohol" for cadres, civil servants and public employees in their sectors and units.
Thanks to the synchronous participation of the entire political system and the determination of functional forces, in the first 6 months of 2024, road traffic accidents in Nghe An decreased sharply in all 3 criteria (compared to the same period in 2023, there was a decrease of 33 cases (13.8%), a decrease of 40 deaths (25.8%), and a decrease of 28 injuries (17.5%).
