(Baonghean.vn) - Faced with the situation where officials, civil servants, and public employees continue to harass and cause trouble for people and businesses, the Prime Minister issued Directive No. 10/CT-TTg, requiring increased inspection and strict handling of violations.

Directive No. 10/CT-TTg dated April 22, 2019 of the Prime Minister frankly pointed out that in many areas of social life, in many sectors and at many levels, there is still a situation where cadres, civil servants and public employees, for personal gain, take advantage of their positions; take advantage of loopholes in mechanisms, policies and laws; take advantage of the trust and lack of understanding of policies and laws of a part of the people to harass and cause trouble.

Along with that is the prolongation of the time to resolve the work, the resolution is not in accordance with regulations, is not fair, is not objective. From there, it causes frustration, erodes the trust of people and businesses, and hinders socio-economic development.

There are many reasons for this situation, mainly because the responsibility of leaders has not been promoted or implemented well. The spirit and responsibility of performing public duties of cadres, civil servants and public employees in many places is still poor.

There are still loopholes in the policy mechanism, administrative procedures in some areas are still cumbersome, lacking transparency, the application of information technology in solving work is still weak. The reception of feedback, suggestions, criticism, and denunciations from people, officials, and party members is still limited. Some businesses and people have poor awareness and compliance with the law.

To rectify and overcome the above situation, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, and Chairmen of People's Committees of provinces and centrally-run cities to urgently implement the following solutions.

That is to strengthen the responsibility of leaders in leading and directing the work of preventing and combating corruption. Carry out administrative reforms, increase publicity and transparency in the activities of agencies, organizations and units, and innovate management technology. Strengthen propaganda, dissemination and education of laws on anti-corruption, promote the role and responsibility of society in anti-corruption. Strengthen inspection and examination of public services; build a mechanism to monitor, detect and strictly handle violations.

Strengthen inspection and evaluation

At the conference, delegates listened to the Prime Minister's Directive No. 10/CT-TTg on strengthening the handling and effective prevention of harassment and inconvenience to people and businesses in handling work.

Presenting a report on the orientation to thoroughly grasp and implement Directive No. 10/CT-TTg, Vice Chairman of the Provincial People's Committee Le Hong Vinh said that the prevention of harassment and inconvenience to people and businesses in handling work in Nghe An province has made great progress with many breakthrough policies and solutions, achieving positive and comprehensive results in all aspects.

To achieve such results, first of all, we must mention the effectiveness of citizen reception work; handling complaints and denunciations. Along with improving the effectiveness of inspection work, post-inspection handling; the work of supporting and developing enterprises has been strengthened; breakthroughs in administrative reform have been made to create conditions to better serve the people and enterprises...

In the first 6 months of 2019, state administrative agencies at all levels in the province received 3,452 complaints, denunciations and recommendations from citizens, down 0.8% compared to the same period in 2018; received 3,655 petitions, down 6.9% compared to the same period, with 203 complaints and denunciations to be resolved, down 3.8% compared to the same period; to date, 176/203 cases have been resolved, reaching a rate of 86.7%. Regularly direct the resolution of crowded, complicated and prolonged cases.

Promoting the achievements and promptly correcting and overcoming the limitations, in the coming time, Nghe An province determines to closely follow the instructions of the Prime Minister in Directive No. 10/CT-TTCP and based on the actual situation in the locality, propose practical solutions to prevent harassment and inconvenience to people and businesses in solving work.

Specifically, enhancing the responsibility of leaders in corruption prevention and control; implementing administrative reforms; strengthening propaganda, dissemination and education of laws on corruption prevention and control, promoting the role and responsibility of society in corruption prevention and control; strengthening inspection and examination of public services, building a mechanism to monitor and detect violations...

Deputy Prime Minister Truong Hoa Binh emphasized that Directive No. 10/CT-TTg dated April 22, 2019 of the Prime Minister was issued very promptly, meeting the aspirations and thoughts of people and businesses.

The First Deputy Prime Minister requested ministries, branches and localities to urgently develop plans to disseminate and implement action programs to implement Directive No. 10, in conjunction with the enforcement of the Law on Anti-Corruption. At the same time, they must strengthen inspection, monitoring and evaluation of implementation, and periodically report to the Prime Minister.
