Continue to 'innovate and improve the quality of Party cell activities in the new period'

Comrade Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organization Committee and Associate Professor, Dr. Duong Trung Y - Deputy Director of the Ho Chi Minh National Academy of Politics chaired the conference.

At Nghe An bridge, comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee chaired the conference. Also attending the conference were officials and experts of the Provincial Party Committee's Organization Committee.

Delegates from provincial and municipal Party Committees unanimously affirmed: After nearly 8 years of implementing Conclusion No. 18-KL/TW dated September 22, 2017 of the 12th Party Central Committee Secretariat on continuing to implement Directive No. 10-CT/TW dated March 30, 2007 of the 10th Party Central Committee Secretariat on "Improving the quality of Party cell activities", the improvement of the quality of Party cell activities has achieved many positive results. The awareness of Party committees, Party cell secretaries, and Party members has been significantly improved; many places have issued criteria and guidelines for Party cell activities according to each type, assigning Party committee members and key leaders at all levels to attend Party cell activities.

The flexible combination of in-person and online activities contributes to creating conditions for party members to participate more fully in activities; basic living habits are better maintained; the content of activities gradually adheres to political tasks, associated with Party building work, especially studying and following Ho Chi Minh's ideology, morality and lifestyle and self-criticism and criticism according to Resolutions and Conclusions of the 4th Central Committee of the 11th, 12th and 13th terms. The proportion of party members who are village heads, residential groups, blocks and hamlets has increased in quantity, quality and effective operation.

However, the quality of Party cell activities still exists, is limited, and is slow to be overcome. Some Party committees, Party organizations, and Party members have not yet deeply understood the important role and significance of Party activities and Party cell activities, and have not been active, proactive, and creative in innovating and improving the quality of Party cell activities. Some places are still formalistic, integrating Party cell activities with professional activities; specialized activities are still heavy on theory, not linked to the political tasks and characteristics of each type of Party cell. There are still some Party cells that have not ensured the prescribed activity regime, and have difficulties in infrastructure; a number of Party members do not participate in activities because they work far away.

At the same time, the fighting spirit, self-criticism and criticism in Party cell activities are not high. Inspection and supervision work by higher-level Party committees has not been carried out regularly. The assessment of the quality of Party cell activities has not been linked to the annual assessment and classification of the quality of Party cells and Party members. There are still some Party organizations that have lost internal solidarity, and some places have lost their fighting spirit.

Currently, our country is entering a new phase, with a strong aspiration to move forward towards the goals of rapid, sustainable, prosperous and deeply integrated development, associated with historical milestones of special significance: the 100th anniversary of the Party's founding (1930-2030) and the 100th anniversary of the country's founding (1945-2045). Increasingly high requirements require our Party to constantly improve its intelligence, mettle, leadership capacity and fighting strength, to be able to lead the revolutionary cause.

The Party cell is the foundation of the Party, the political nucleus at the grassroots level, directly leading and concretizing the Party's policies and guidelines in life; at the same time, it is the place to train, manage, educate Party members, and build a close relationship between the Party and the people. The quality of the Party cell and its activities have a decisive meaning and role in the capacity and fighting strength of the entire Party. Improving the quality of Party cell activities and its activities is an urgent requirement, of special significance, contributing to building a truly clean and strong Party, with enough stature and capacity to lead the country to develop richly and powerfully in the new era.

At the conference, delegates contributed many solutions to improve the quality of Party cell activities. Accordingly, Party committees, Party organizations, cadres and Party members must actively innovate the content and form of Party cell activities in a practical and attractive manner, ensuring compliance with regulations and instructions from superiors, suitable to the situation and characteristics of the Party cell. The content of activities must be discussed thoroughly and deeply to resolve tasks according to the functions and tasks of the Party cell.

At the same time, focus on political and ideological education; implement resolutions of Party cells and higher-level Party committees; key issues in Party building work; on implementing political tasks of localities, agencies and units to adapt to the new context. Through Party cell activities, promptly resolve difficulties, obstacles, new issues, and complex issues arising right from the grassroots level...

Along with that, step up inspection and supervision work to maintain discipline and improve the quality of Party cell activities, especially weak Party cells with signs of internal disunity. Party committees and inspection committees at all levels need to include Party cell activities in the annual inspection and supervision program, focusing on the implementation of Party cell principles and regimes; the performance of tasks of Party committee members and cadres when assigned to monitor and attend Party cell activities. Periodically or suddenly, the superior Party committees conduct inspections on the quality of Party cell activities and Party cell activity records, promptly remind, criticize, and strictly handle Party cells and Party members who violate Party cell principles and regimes.

Concluding the conference, comrade Nguyen Quang Duong - Deputy Head of the Central Organizing Committee highly appreciated the specific, frank, profound and responsible comments of the delegates on the summary report on the implementation of Conclusion 08-KL/TW, and emphasized that the issuance of the new Directive is necessary to meet practical requirements. The Central Organizing Committee will absorb the comments of the provincial and municipal Party Committees and delegates, and soon complete the Directive to submit to the Secretariat for promulgation in the near future.
