Provincial Party Secretary: Continue to do a good job of ideological work for cadres, party members, and people in the process of rearranging commune-level administrative units
Provincial Party Secretary Nguyen Duc Trung requested to continue to do a good job of ideological work and propaganda so that cadres, party members, and people understand and agree on the arrangement of commune-level administrative units with the ultimate goal of improving people's lives and developing the economy of localities in particular and Nghe An province in general.
On the morning of May 5, the Standing Committee of the Provincial Steering Committee on the implementation of the arrangement and reorganization of commune-level administrative units and the construction of a two-level local government organization model met to discuss a number of contents within its authority. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee chaired the meeting.
Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and comrades of the Standing Committee of the Provincial Steering Committee.

Complete the step of selecting the new tentative name
Director of the Department of Home Affairs Nguyen Viet Hung reported that implementing Conclusion 04/TB-BCĐ dated April 29, 2025 of the Provincial Steering Committee, districts, cities and towns held meetings to disseminate and thoroughly understand the content of the Conclusion.
14/20 districts, cities and towns named by using the district name with serial number have held meetings of the Standing Committee, Steering Committee and Executive Committee to discuss and agree on a new renaming plan in the direction of not using the district name with serial number, but using place names with traditional, cultural and historical elements.

Districts, cities and towns have completed the step of selecting the expected names of new administrative units after the rearrangement. The naming of the new units is in accordance with the principles and requirements of the Central Government, consistent with the general trend of localities nationwide, ensuring the requirements in Conclusion 04 of the Provincial Steering Committee and not overlapping in the province.
Some localities such as Con Cuong, Nghi Loc, Hung Nguyen, Hoang Mai town, Vinh city, Yen Thanh... have basically completed collecting voters' opinions with a high rate of voter consensus, averaging from 95% to 99%.

The remaining localities will collect voters' opinions and complete meetings of People's Councils at commune and district levels on May 7, 2025 so that the Provincial People's Council will meet on May 8, 2025.
Through understanding the situation, localities have not completed the process of collecting voters' opinions, but the new naming options have basically received the support of the people. Ideological and propaganda work has been carried out quite synchronously and methodically by localities.
Complete the project on schedule and with quality
Concluding the meeting, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee Nguyen Duc Trung assessed that 14/20 districts, cities and towns named after the district name and serial number have led, directed and seriously implemented the adjustment of the names of commune-level administrative units after the arrangement in accordance with the spirit of the requirements of the Provincial Steering Committee.

Basically, the units have selected the commune-level administrative units after arranging them to suit the requirements, ensuring that they are concise, easy to remember, and have many place names with traditional, cultural, and historical elements. The initial voter consultation achieved a high rate, and basically received consensus and support from the people.
To meet the schedule, Provincial Party Secretary and Head of the Provincial Steering Committee Nguyen Duc Trung emphasized that it is agreed to send the proposed names of commune-level administrative units after adjustment as proposed by the standing agency to the Ministry of Home Affairs on May 5. During the implementation process, the next procedures will continue to be completed and sent to the Central Government.

Provincial Party Secretary Nguyen Duc Trung suggested continuing to do a good job of ideological work; promptly propagating, mobilizing, and orienting information for cadres, party members, and people of all walks of life to understand and agree on the arrangement of commune-level administrative units and adjusting the names to suit the requirements and general trends of the whole country.
The ultimate goal of the reorganization of commune-level administrative units is to bring the government closer to the people, to better serve the people's needs; especially to improve people's lives, to develop the economy of the localities after the reorganization in particular and the province in general. At the same time, to arrange and assign staff to meet the new requirements after the reorganization.

Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee Nguyen Duc Trung requested the Standing members of the Steering Committee, members of the Steering Committee, members of the Provincial Standing Committee, members of the Provincial Party Executive Committee, according to their functions, tasks, and assignments, to continue to closely follow and direct localities to seriously, responsibly, and effectively implement the contents of Conclusion 04/TB-BCĐ dated April 29, 2025 of the Provincial Steering Committee, meeting the requirements on progress and quality according to regulations.
Accordingly, the districts will complete collecting voters' opinions and submit them to the People's Councils at the commune and district levels for approval no later than May 7, 2025; the Provincial People's Council will meet and approve them on May 8, 2025.

Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee Nguyen Duc Trung assigned the Provincial Party Committee to lead the Provincial People's Committee to direct the Department of Home Affairs to coordinate with localities and units to synthesize and adjust to complete the Project dossier, promptly report to the Ministry of Home Affairs.
Regularly coordinate and maintain contact with specialized agencies of the Ministry of Home Affairs and central agencies to submit to the Government and the National Assembly Standing Committee for approval of the Project on rearranging commune-level administrative units in 2025 in Nghe An province and issue a Resolution to ensure requirements and progress.
