Nghe An Provincial Party Secretary: Need to focus on completing on schedule and ensuring the quality of the Project on rearranging commune-level administrative units

Provincial Party Secretary Nguyen Duc Trung requested the Standing members of the Steering Committee and the Standing Office of the Steering Committee to continue to promote the highest sense of responsibility, focus on leadership and direction according to assigned tasks with the goal of completing on schedule and ensuring the quality of the Project on rearranging commune-level administrative units in the province.

On the morning of April 25, the Standing Committee of the Nghe An Provincial Steering Committee on the arrangement and reorganization of commune-level administrative units and the construction of a two-level local government organization model met to deploy the contents in the coming time. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee chaired the meeting.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial Steering Committee.

95.99% of people in the province agree with the Project to rearrange commune-level administrative units.

Reporting on the results of the implementation of the work of rearranging commune-level administrative units in Nghe An province in 2025, Director of the Department of Home Affairs Nguyen Viet Hung said that before the rearrangement, Nghe An had 412 commune-level administrative units including: 362 communes, 33 wards, and 17 towns. After the rearrangement, Nghe An has 130 commune-level administrative units, including: 11 wards, 119 communes; a reduction of 282 units, a reduction rate of 68.45%.

Of the 130 commune-level administrative units after the arrangement, 9 units met the standards and were not arranged; 29 units were arranged based on merging 2 units together; 92 units were arranged based on merging 3 or more units together; 126 new units met the prescribed standards; 4 new units did not meet the prescribed standards but had special factors.

As of 8:00 a.m. on April 25, 2025, the whole province had 412/412 commune-level administrative units completing the collection of public opinions, the overall rate of the whole province reached 95.99%. The district with the highest rate: Nam Dan: 99.8%; Quynh Luu: 98.81%; Anh Son: 98.60%; the district with the lowest rate: Ky Son 82.94%.

There are 24 communes reaching 100% rate including: Long Xa, Hung Nguyen district; Nhon Mai commune, Tuong Duong district; Nghia Dung, Hoan Long, Tan Phu, Tan Hop, Tan Ky district... Communes with the lowest rate: Nghia Lac commune, Nghia Dan district: 56.64%; Bao Thang commune, Ky Son district: 57.43%; Nam Can commune, Ky Son district: 58.59%.

412 communes across the province have submitted the Project to the People's Council at the commune level for approval, the average rate at the commune level in the province is 96.16%; in which Hung Loc ward (Vinh city) has the lowest rate of 73.08%. 13/20 district-level units have held meetings with the People's Council at the district level to approve the Project and on April 25, the remaining units will hold meetings with the People's Council to approve it.

According to the report, there are 14 district-level units naming district-level places with serial numbers, including: Anh Son, Con Cuong, Dien Chau, Do Luong, Hoang Mai, Hung Nguyen, Nam Dan (1 unit named Kim Lien), Nghia Dan, Nghi Loc, Quynh Luu, Tan Ky, Thai Hoa, Vinh City (1 unit named Cua Lo), Yen Thanh.

6 district-level units have had their names adjusted (names associated with new place names) after the Provincial Party Executive Committee approved the Project, including: Thanh Chuong, Ky Son, Que Phong, Quy Chau, Quy Hop, Tuong Duong. Up to now, the whole province has 82/130 commune-level administrative units named after place names associated with serial numbers, 48/130 communes named after place names.

Complete on schedule, ensure project quality

Concluding the meeting, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee affirmed that, in the past time, the Provincial Steering Committee and the Steering Committees at district levels have actively implemented the contents according to the direction and guidance of the Central Government and based on the actual conditions of the locality to implement the Project on rearranging commune-level administrative units.

Up to this point, the District Steering Committees have implemented the plan in a systematic, complete and correct manner, in accordance with regulations and procedures such as collecting people's opinions, organizing meetings of the People's Councils at the commune and district levels. Through the report, the majority of people and People's Council delegates at all levels agreed and supported the plan to rearrange administrative units at the commune level in the province.

"The initial results are in line with the Central Government's direction and are implemented in accordance with regulations, with the consensus of the vast majority of people and People's Council delegates at district and commune levels," affirmed Provincial Party Secretary Nguyen Duc Trung.

Provincial Party Secretary Nguyen Duc Trung said that during the implementation process, with the urgent requirement for the completion of the Project, the workload was huge, many tasks were difficult and complicated, but the time was very short, so it affected the quality of the Project's construction.

Due to the short time, there was not much propaganda, mobilization, and ideological work for cadres, party members, and people. Some district-level Steering Committees have not really paid attention to propaganda, mobilization, and ideological work for cadres, party members, and people; they lacked determination in directing to create high consensus among the people. In some localities, there are still some different opinions on some contents of the Project.

Emphasizing that the arrangement of administrative boundaries of commune-level administrative units has received high consensus among the people, although there are still concerns, Provincial Party Secretary Nguyen Duc Trung affirmed that it is necessary to respect the arrangement plan that the District Steering Committees have developed, consulted with the people and received the majority of people's approval. The responsibility of the District Steering Committee is to report to the Provincial Steering Committee on arising issues.

Regarding the naming issue, Provincial Party Secretary Nguyen Duc Trung said that it is necessary to adhere to the principles according to the Central's guiding documents: Resolution No. 76 of the National Assembly Standing Committee and Decision 759 of the Prime Minister. Based on the Central's guidance, the Provincial Steering Committee has directed the District Steering Committee to develop a suitable plan, but must create high consensus among the people, and be approved by the majority of the people.

In addition, according to the Central Government's guidance, the names of commune-level administrative units after the arrangement must be easy to read, easy to remember, concise, ensure scientific systematization, and be consistent with the traditional, historical, and cultural factors of the locality.

"Localities must be responsible, proactive, and flexible to develop appropriate naming plans that meet the principles of the Central Government and are agreed and supported by the majority of people and People's Council delegates at all levels," Provincial Party Secretary Nguyen Duc Trung emphasized his views and affirmed that Nghe An respects, seriously accepts, is open-minded, listens to comments and has discussed them thoroughly. However, the final plan must respect the implementation results of the District Steering Committees based on the actual conditions of each locality and is agreed by the majority of people.

Regarding the selection of the centers of new administrative units after the arrangement, the Provincial Party Secretary requested to adhere to the principles, ensuring both suitability and creating the most favorable conditions for the people, ensuring the goal of the government being close to the people, resolving the issues as quickly as possible, and best serving the people's requests from the viewpoint: "For people to easily access the government and for the government to easily access the people".

Emphasizing the tasks that need to be directed in the coming time, with very urgent requirements and very clear progress, to ensure the completion of the arrangement of commune-level administrative units in the area in accordance with the direction of the Central Government and the proposed Plan, Provincial Party Secretary Nguyen Duc Trung requested the Standing members of the Steering Committee and the Standing agency of the Steering Committee to continue to promote the highest sense of responsibility, according to the assigned tasks, focus on leadership and direction with the goal of completing on schedule, ensuring the quality of the Project.

In particular, continue to monitor and promptly grasp the situations and issues arising at the grassroots level to promptly direct adjustments. Focus on leading the completion of the organization of the district-level People's Council meeting to approve the policy of arranging commune-level administrative units in accordance with regulations. Prepare the best and most thorough content of the Project to submit to the Legal Committee of the Provincial People's Council for appraisal, submit to the Provincial People's Council for consideration and promulgation of a Resolution approving the policy of arranging commune-level administrative units in the province on April 28, 2025, and submit to the Ministry of Home Affairs before May 1, 2025.

At the meeting, the Standing Committee of the Provincial Steering Committee agreed with the proposal of the Department of Home Affairs - the standing agency of the Steering Committee, that localities using district names with serial numbers should use natural numbers, not Roman numerals.

During the implementation process, Provincial Party Secretary Nguyen Duc Trung noted important issues. In particular, focusing on and doing well the ideological work, first of all the ideology of cadres, party members, and key leaders of localities in leading, directing, and implementing the policy of reorganizing commune-level administrative units. From there, doing well the work of propaganda, mobilization, unifying ideology, and orienting public opinion for all classes of people to create high consensus and unity, meeting the requirements according to the direction of the Central Government.

Continue to thoroughly review the necessary conditions for implementing the activities of commune-level administrative units after the project is approved and takes effect from July 1, regarding the arrangement and assignment of cadres, civil servants and public employees; regarding facilities, headquarters, means and equipment to serve work requirements and especially pay attention to stabilizing the ideology of cadres, party members, civil servants and public employees at district and commune levels to create consensus and unity in implementation.
