On the morning of April 25, the People's Council of Vinh City, term XXII, 2021 - 2026, held the 20th session - a thematic session to approve the policy of rearranging commune-level administrative units in the city.

Comrades: Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council; Nguyen Hong Quang - Member of the City Party Committee Standing Committee, Vice Chairman of the City People's Council; Nguyen Tat Son - Member of the City Party Committee Standing Committee, Vice Chairman of the Vinh City People's Council chaired the meeting.

At the meeting, the Vinh City People's Committee approved a summary report summarizing the results of collecting voters' opinions and the results of organizing the People's Council meeting to approve the policy of arranging commune-level administrative units in Vinh City; a report on arranging commune-level administrative units in Vinh City; a report on renaming blocks in Vinh Tan Ward, Quang Trung Ward and converting hamlets into blocks in the wards: Nghi Duc, Nghi Phu, Hung Loc and Hung Dong, Vinh City.

Accordingly, in Vinh city, there are 33 wards, with 107,704/110,179 household voters participating in the vote on the content of arranging commune-level administrative units, reaching a rate of 97.75%; in which the number of household voters agreeing is 105,710/110,179 (rate of 95.94%), the number of voters disagreeing is 1,092/110,179 (rate of 1.73%); There are 573 voters with different opinions or invalid votes (rate of 0.52%).

Regarding the content of choosing the option to name administrative units: 72,149/110,179 (reaching a rate of 65.48%) voters agreed to name the wards as: Vinh I, Vinh II, Vinh III, Vinh IV, Vinh V and Cua Lo.

34,398/110,179 (31.22%) voters agreed to name the administrative units as Vinh, Quang Trung, Quan Bau, Ha Huy Tap, Cua Hoi and Cua Lo wards. The remaining 3,632 voters (3.3%) had other opinions.

Based on the results of collecting voters' opinions on the arrangement of commune-level administrative units and naming of wards after the merger, Vinh City People's Committee proposed that the City People's Council approve the policy of arranging commune-level administrative units from 33 wards and communes to 6 wards (reducing 27 wards and communes); naming the wards after the arrangement: Vinh I, Vinh II, Vinh III, Vinh IV, Vinh V and Cua Lo.

At the meeting, delegates discussed and approved the draft resolutions: Resolution on approving the policy of rearranging commune-level administrative units in Vinh city, Nghe An province in 2025; Resolution on renaming blocks belonging to Vinh Tan ward, Quang Trung ward and converting hamlets into blocks belonging to Nghi Duc, Nghi Phu, Hung Loc and Hung Dong wards, Vinh city.

Speaking at the meeting, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council requested the City People's Committee, departments, offices and units to focus on organizing urgent and drastic implementation and immediately complete the dossier of the Project on rearranging commune-level administrative units according to the plan and on schedule.

At the same time, it is necessary to continue to do a good job of information, propaganda, ideological orientation and public opinion, creating unity and consensus with the new policy on building the political system, rearranging and reorganizing commune-level administrative units.

In addition, the Vinh City Party Secretary also requested the City People's Committee, departments, offices, and units to focus on advising on timely solutions to policies and regimes for subjects affected by the rearrangement of administrative units at all levels in accordance with current legal regulations.
