Images from the clip show a man repeatedly punching a young man driving a motorbike in the face. Many people expressed outrage and indignation at this violent act and asked the authorities to investigate and promptly handle the matter.
Immediately afterwards, Quang Trung Ward Police in coordination with Vinh City Police quickly directed forces to conduct an investigation to clarify the incident. Thereby, the perpetrator was identified as Dang Thai Hoang (born in 1995).
The male student who was assaulted is NQS (born in 2008, residing in Quang Trung Ward, Vinh City, currently an 11th grade student at Vinh University High School for the Gifted). According to S, at around 5:00 p.m. on February 18, after school, S borrowed a shipper's shirt from a friend to go home to avoid catching a cold.

When riding his motorbike to the intersection in front of Vinh General Hospital, S stopped his motorbike at the red light. At that moment, a man crossed the street and collided with his motorbike.
“Before I could apologize and explain, this person rushed in and punched and kicked me. I could only use my hands to cover my head to avoid the blows,” S said. According to the CT scan results, NQS was punched and broke his nose bone.

Previously, in March 2024, at the Customs roundabout (Vinh City), while vehicles were circulating during rush hour, a collision occurred between a car and a motorbike with license plate 37N9 - 6899, causing the motorbike to fall onto the road.
As soon as he stood up, the man driving the motorbike kicked the car door and took off his helmet, hitting it hard on the driver's side window, breaking it, then threw the helmet into the car.
The motorcyclist’s aggression angered many people, who believed that this was an uncivilized act of traffic law and should be condemned and severely punished. Immediately after that, the authorities intervened to handle the incident.

Nowadays, with the large volume of vehicles and traffic participants, traffic collisions on the road, although unwanted, still often occur.
The problem is how traffic participants react to that situation. Civilized, polite, cultured people will calmly handle the situation, or invite the authorities to intervene; they can even shake hands to make peace if the situation is not too serious.
However, there are people who are hot-tempered, competitive and competitive, even though right and wrong are not clear, they are still willing to use violence, attack others without reconciliation or reasoning. Typically, in the case of a male student being assaulted after a traffic collision at a red light on Tran Phu Street, near Vinh City General Hospital, the Investigation Police Agency - Vinh City Police, has issued a decision to temporarily detain Dang Thai Hoang, residing in Quang Trung Ward, Vinh City, to investigate and clarify the act of "Disturbing public order".
According to Dr. Lawyer Nguyen Trong Hai - Director of Trong Hai Law Firm and Associates: Traffic participants who assault others on the road, causing injury or harm to the health of others, may be prosecuted for criminal liability for intentionally causing injury or harm to the health of others according to the provisions of Article 134 of the 2015 Penal Code.

- Regarding administrative handling:A fine of VND 5 million to VND 8 million shall be imposed for intentionally causing injury or harm to the health of another person but not being prosecuted for criminal liability as prescribed in Point a, Clause 5, Article 7, Decree 144/2021/ND-CP on administrative sanctions in the field of security, order and social safety. In addition, the person who commits a violation that causes damage to another person must also compensate for the damage if the damaged party requests it as prescribed in Clause 1, Article 584 of the 2015 Civil Code.
On criminal liability:A person who intentionally causes injury or harm to the health of another person with a bodily injury rate of 11% or more, or less than 11% but has circumstances specified in Article 134 of the 2015 Penal Code (including hooliganism), will be prosecuted for criminal liability for the crime of intentionally causing injury or harm to the health of another person.
The penalty for this act is non-custodial reform for up to 3 years or imprisonment from 6 months to 3 years. The maximum penalty for this crime can be up to 20 years in prison or life imprisonment.

According to the authorities, in order to prevent the recurrence of fights, fights, and property destruction after traffic collisions, each citizen must comply with traffic laws and raise awareness of traffic culture.
