Strictly handle violations at Vinalines

No adjustment of development targets
At the press conference, Minister Vu Duc Dam said that in the regular Government meeting in May 2012, the Government unanimously assessed that the socio-economic situation had had positive changes.
According to Mr. Vu Duc Dam, solutions to curb inflation and stabilize the macro economy continue to be effective. The consumer price index (CPI) has decreased sharply, CPI in May 2012 increased only 0.18% compared to the previous month and increased 2.78% compared to the end of 2011... However, the domestic economy has encountered some difficulties that need to be resolved. To increase total demand to help partially remove inventories of enterprises, the Government has proposed measures to accelerate the disbursement of investment capital, especially investment capital from the state budget, government bond capital, capital for national target programs...
Mr. Dam also said that in his concluding remarks at the meeting, Prime Minister Nguyen Tan Dung emphasized the need to consistently implement the socio-economic development targets set for 2012, without adjusting any targets as planned at the beginning of the year. The Government agreed that it is necessary to proactively manage inflation at 7-8%, stabilize the macro-economy, and ensure growth at a reasonable rate of about 6%.
At the press conference, Deputy Minister of Industry and Trade Nguyen Thanh Bien affirmed that currently "there is no plan to adjust electricity prices".

- The intentional violation causing serious consequences in the purchase of the floating dock at Vinalines is contrary to the direction of the Government and the Prime Minister and shows signs of violating the law on investment. The investigation agency has prosecuted the accused in this case and taken special preventive measures against the accused. The Government's policy is to handle it strictly in accordance with the provisions of the law.

When the police reported signs of violations at Vinalines, the Prime Minister, in his capacity as head of the Central Steering Committee on Anti-Corruption, directly directed and issued a document directing the Minister of Public Security and the Chief Prosecutor of the Supreme People's Procuracy (also members of the Central Steering Committee on Anti-Corruption) to carry out the necessary work to strictly handle the case according to the law.

*Youth:Is the appointment of Mr. Duong Chi Dung as Director of the Maritime Administration while the Government Inspectorate is inspecting Vinalines' compliance with legal regulations in accordance with procedures? Which organization or individual should be held responsible?

- The appointment of another person as chairman of the Vinalines board of members to replace Mr. Duong Chi Dung, as well as the appointment of Mr. Duong Chi Dung as director of the Maritime Administration is in accordance with the process and procedures according to the regulations on cadres of the Party and the State. At the time the Ministry of Transport issued a document requesting Mr. Duong Chi Dung to resign from the position of chairman of the Vinalines board of members so that the Ministry could appoint him as director, it was in December 2011. The Ministry of Home Affairs had an appraisal document in January 2012, both before the time of the inspection and the draft conclusion (February 2012). Thus, it was within the authority and in accordance with the process. In all the documents, up to the time of reporting, there was no information about violations. There is also no regulation stating that when an enterprise or a unit is in the process of inspection, it cannot transfer or appoint cadres. Specifically, the Ministry of Transport will have an official opinion to respond to the press.

* VnExpress:Why, during the investigation, when it was determined that Mr. Duong Chi Dung had many violations, were no measures taken to prevent him from escaping?

- The police reported that they had directed special preventive measures to be applied to Mr. Duong Chi Dung and that Mr. Dung is currently wanted. The spokesperson of the Ministry of Public Security will respond to this. As for the Government, the Prime Minister has requested strict handling according to the law.

*Ho Chi Minh City Law: Vinalines is operating at a loss, but in the related project of the Ministry of Transport, it is proposed to pour tens of thousands of billions of dong into Vinalines?

- Vietnam is a maritime country, so it must focus on developing the marine economy, including maritime transport. Therefore, the project submitted by the Ministry of Transport follows that policy. This project has been and continues to receive comments from relevant agencies, ministries, branches, experts..., and will finally be approved by the competent authority and will have a roadmap for implementation.

*Dan Tri:After the violations discovered at Vinashin and Vinalines, how will the operations of state-owned corporations and groups be reviewed, inspected, and supervised?

- We have been restructuring state-owned enterprises for many years now, with the goal of ensuring they are strong enough to maintain a leading role in the socialist-oriented market economy, while on the one hand, we must improve production and business efficiency, use the country's resources, and create an increasingly equal business environment for enterprises. All state-owned enterprises, not just Vinashin and Vinalines, are subject to the management of the law. In the Government, there is also a division of tasks for ministries and branches with the right functions to monitor, supervise, and direct. Every year, the Government Inspectorate has inspection plans, the State Audit has audit plans, and state-owned enterprises receive inspection and audit plans in turn. For any enterprise, when the authorities detect signs of criminal law violations, they are transferred to the investigation agency, and any violations discovered are assigned to investigate and strictly handled according to the law.
