Some passersby who witnessed the accident said that at that time, the 7-seat car, without a license plate (the driver is unknown), was traveling in the direction of the Provincial Post Office - Vinh Bus Station. Because the driver was drunk, driving at a very high speed, swerving when reaching house number 47 Minh Khai, he suddenly crashed into a motorbike with license plate 37H8-5321 driven by a couple in the opposite direction. The strong impact threw both the person and the motorbike far away, the husband was unconscious and taken to the emergency room in critical condition, the motorbike was severely damaged.

Taking advantage of the crowd, the driver continued to drive away. At the roundabout between Minh Khai and Le Hong Phong streets, the car continued to crash head-on into a motorbike with license plate 37H8-2719 driven by Mr. Nguyen Dac Thuan (residing in Hung Binh ward, Vinh city) carrying his daughter Nguyen Thi Tu Ngan (10 years old) on her way home from school. As a result, Ngan was seriously injured and was taken to the emergency room in a coma.
