On October 18, the Provincial People's Committee held an online conference on the work of clearing violations of traffic safety corridors in the province. Re-encroachment on traffic safety corridors occurs in many places
In recent times, implementing Resolution No. 56 of the Provincial People's Council and Plan No. 136 of the Provincial People's Committee on the work of clearing violations of traffic safety corridors, all levels, sectors and localities have taken drastic measures. However, the above work has not received due attention, some localities and units have implemented it in a formal manner, not synchronously and extensively; therefore, the situation of re-encroachment on traffic safety corridors is still common.
Explaining the issue of re-encroachment of traffic safety corridors, from the Vinh City online bridge, Mr. Nguyen Hoai An - Chairman of the City People's Committee said: After launching a campaign to clear the traffic safety corridor, the City People's Committee assigned the clean area to the ward and commune for direct management, but then the re-encroachment situation occurred again because the lives of many people are closely related to the sidewalk, while the city has not yet planned locations for people to do business.
In addition, after being assigned the "clean street", the ward and commune authorities were subjective. In many places, management was lax, responsibility was not high; sidewalk infrastructure was not synchronized... leading to re-encroachment.

According to Mr. Chu The Huyen - Chairman of Dien Chau District People's Committee, the re-encroachment is also due to the mentality of sticking to the road for a living. In addition, in large areas, the traffic system is extensive, while the force is thin, so it is impossible to maintain regular propaganda, reminders, and handling.
Regarding the issue of re-encroachment of traffic safety corridors, the Chairman of the Provincial People's Committee said that this is a painful and alarming situation. Therefore, he requested Vinh City and other districts and towns to continue to strengthen the work of clearing traffic safety corridors; it is necessary to be more specific, assigning responsibility to each household, each ward, commune, block, and hamlet. For new encroachments and re-encroachments, strict penalties must be imposed, and the leaders must be dealt with.
The problem of moving electric poles
Speaking at the conference, many districts and towns stated: the current state of traffic infrastructure is not synchronized, so after implementing the clearance of traffic safety corridors, problems have arisen; especially the problem of electric poles on the roadway that have not been promptly relocated.
Mr. Le Van Giap - Chairman of Que Phong District People's Committee said: After clearing the corridor and expanding the traffic road according to the criteria for building new rural areas, the electric poles located right in the middle of the road not only cause loss of aesthetics but also seriously affect traffic safety and order.
Responding to the opinion of Que Phong unit and also the current common situation in many localities, the representative of Nghe An Electricity reported on the relocation work after receiving the power grid system. Accordingly, in the period from 2010 - 2015, the electricity industry has arranged and planned to relocate 9,000/16,000km, currently there are still 7,000km left to be implemented. The reason is that the funding for relocation is very difficult, many roads are upgraded from provincial roads to national roads, causing the paperwork to be resolved all the way to the Central Government...

Representatives of Nghe An Electricity requested localities to closely coordinate with the electricity sector to relocate electric poles. Specifically, allocate funds to support the electricity sector in relocation. For example, Yen Thanh district has supported each electric pole relocation with 100,000 VND, so up to now, the work of relocating electric poles has been almost completed.
At the same time, the Electricity sector also requested some localities to proactively arrange land funds to develop the power grid to prevent overload to serve production, business and consumption; requested localities to continue to use sidewalks to arrange power works. The Electricity sector will survey and arrange power works to minimize the impact on aesthetics as well as ensure traffic safety...

In addition, through discussion, many opinions pointed out the shortcomings and inadequacies leading to the work of clearing traffic safety corridors, first of all due to people's awareness; then due to limited funding, means, and forces, it is difficult to maintain order; the management agencies need to organize the installation of road boundary markers to clearly define the scope of traffic safety corridors; many billboards are placed in violation of regulations; the province needs to support funding for compensation for site clearance...
Concluding the conference, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that the work of clearing traffic safety corridors affects infrastructure planning, socio-economic development and people's lives. Therefore, all levels, sectors and localities need to consider this a key task and must regularly pay attention to implementing it. It is necessary to specify responsibilities further and be strict in handling violations; regularly organize assessments and find out difficulties and obstacles to find ways to resolve them.

With the recommendations of the Electricity sector, the Provincial People's Committee will have a plan to propose to the central ministries and branches to have solutions. Regarding funding sources, the Chairman of the Provincial People's Committee said that after the conference, they will continue to support another round, in which priority will be given to the Transport sector, the Police and Vinh City as a model. The remaining districts need to proactively include funding sources in the plan at the beginning of the year to maintain the work of clearing traffic safety corridors.
The Chairman of the Provincial People's Committee also requested that in the coming time, all levels and sectors need to step up propaganda work, closely follow the direction of the Provincial People's Committee to implement it synchronously and sustainably; from now until the end of the year, districts need to launch a peak campaign to clear traffic safety corridors, when finished, the task needs to be assigned to local Party committees and authorities, if any happens, the responsibility must be assigned to the head.
During the recent campaign to clear traffic safety corridors, the entire province cleared 15,426 square meters of houses, kiosks, and tents; 32,126 square meters of all kinds of canopies; 9,425 billboards; 563 business, trading, and construction material gathering places; 21,352 trees obstructing the view; and 8,526 other violations. |
