Handling violations in economic management
Ly Thanh commune is considered a "hot spot" of Yen Thanh district with a series of serious violations in land management that have existed for a long time and are difficult to handle, such as illegally allocating residential land to 98 households with an area of 51,975 m2; allocating residential land to households that do not have a need for residential land and allocating land beyond the limit prescribed in Decision No. 868/QD.UB of the Provincial People's Committee; establishing procedures and granting land use right certificates to households that still owe money for land use rights; valuing land lower than the land price prescribed by the Nghe An Provincial People's Committee at the time of land allocation; collecting land use fees without depositing them into the State Treasury... causing prolonged resentment among the people.
After reviewing according to Resolution 4 of the Central Committee, the Standing Committee of Yen Thanh District Party Committee directed the District People's Committee and relevant agencies to thoroughly handle violations in land management in Ly Thanh. Up to now, the district inspection team has inspected, handled and resolved 7 hectares of inter-residential land, collected money and paid it into the budget according to regulations. The remaining land area also has a handling plan for each specific case and through public opinion to ensure fairness, reasonableness and compliance with the law. Along with Ly Thanh, similar violations in the unauthorized sale of land in Quang Thanh and Tay Thanh have also been handled. Mr. Le Doan Loc - Secretary of the Party Committee of Ly Thanh commune said: "Although these are violations left by "history", through reviewing according to Resolution 4 of the Central Committee, we have also learned valuable lessons in land management".
In addition to the unauthorized land allocation, the arrears and embezzlement of land use rights grant money in 16 commune-level units in the area have also been strictly handled by the district inspectorate. To date, more than 7 billion 925 million VND has been collected. Along with issues related to land, the District Party Committee has also directed the review of the responsibilities of collectives and individuals for errors in the management and use of the state budget according to the Conclusion Notice 138.TB/TU dated October 14, 2011 of the Provincial Party Committee on practicing thrift and combating waste, urging the recovery of more than 213 million VND paid to the state budget. The district inspection teams also recovered 19 billion 086 million VND out of the total amount of more than 20 billion 660 million VND that needed to be recovered according to the inspection conclusion of the state audit. Recovered over 500 million VND of flood relief support money used for the wrong purposes in Xuan Thanh and Ma Thanh communes into temporary accounts.

In the spirit of looking straight at the truth, objectively assessing to overcome, correct and determined to handle violations, the district has handled and concluded after inspection for 31 party members (6 reprimands, 14 warnings, 3 dismissals, 7 suspensions, 8 expulsions from the Party), including 1 district committee member, 12 party committee members, 14 branch committee members. Directing strict disciplinary action against violating cadres, rotating cadres in some sensitive areas such as the Department of Internal Affairs, Department of Finance, Department of Natural Resources and Environment... Regarding violations in the recruitment of civil servants at the commune level, the district has disciplined the Party cell of the Department of Internal Affairs by reprimand, warned the head of the department, warned and transferred the deputy head of the Department of Internal Affairs.
However, violations at the grassroots level through inspections and audits have also been clarified and strictly handled. For example, regarding the case of Xuan Thanh commune leaders creating fake documents to embezzle the budget, using flood relief support money to build headquarters, the district has recovered more than 300 million VND, directed disciplinary action in the form of reprimand for the Vice Chairman of the Commune People's Committee; warnings for the Chairman of the Commune People's Committee and the commune accountant. In particular, the Party Secretary of the commune was warned and transferred to another job. Many other cases have also been strictly handled, such as the case of a district People's Court official receiving bribes from the people and the case of a Finance official of Dong Thanh commune embezzling state assets...
Closely following the key contents of Resolution 4 of the Central Committee on personnel work, the Standing Committee of the Yen Thanh District Party Committee has focused on developing, promulgating, and organizing the implementation of regulations on appointment, reappointment, and introduction of candidates; Regulations on regimes for cadres and party members; managing records, and evaluating 169 cadres under the management of the Standing Committee of the District Party Committee.... Initially, overcoming some shortcomings and limitations, promoting democracy and transparency in personnel work; enhancing the leadership and direction role of Party committees and authorities at all levels, focusing on cadres' capacity in land management work associated with ideology, ethics, and lifestyle; strengthening inspection and supervision work, contributing to making the Party increasingly clean and strong.

Regarding personnel work, based on the results of the review of the staff receiving state salaries and allowances in 39 communes and towns by the Organizing Committee, it can be seen that the current staff at the commune level is quite cumbersome (out of 9,723 commune and town staff, 3,471 are self-funded by the commune budget), some communes (including part-time and non-professional) have up to 401 staff, of which the commune budget pays for itself and the association supports 153 people...
Based on that reality, the district has decided to develop a project to reduce the number of non-professional staff at the commune level. According to the Head of the District Party Committee's Organization Board: "This is a difficult task, but Yen Thanh is determined to carry it out in order to innovate and improve the effectiveness of the grassroots political system in carrying out local political tasks."
