In the first 6 months of 2013, the Department of Information and Communications received 107 response documents from local departments, agencies and sectors responding and reporting on issues of information handling in the press; in particular, the number of cases proactively handled increased by 40 cases (in the first 6 months of 2012, there were only 17 cases). Agencies and units have paid more attention to issues raised by the press and have been conscious of checking and handling issues related to their localities and units instead of waiting for instructions from the Provincial People's Committee.
Many cases were received and resolved by departments and branches such as: Environmental pollution at Len Co quarry (Yen Thanh district), the degradation of dams and canals in Nghi Loc reported by Nghe An newspaper; cases related to the vegetable oil factory causing environmental pollution in Thai Hoa, the tapioca flour factory in Quynh Luu reported by Tien Phong newspaper, Nghe An Public Security newspaper...
To orient public opinion and help the press report the true nature of the incident, agencies and units have also been proactive in providing information through monthly press conferences or press meetings. The Department of Education and Training, the Office of the National Assembly Delegation and the Provincial People's Council, the Vinh City People's Committee, and the Department of Health are the units that have performed well in this activity. The units organizing press conferences prepare complete and clear documents, creating conditions for press agencies to coordinate and propagate effectively. The organization of press conferences has played a good role in providing and orienting information. Spokespersons of local departments, branches and sectors have gradually become aware of their role in providing more information to ensure legality for the press, contributing to significantly reducing inaccurate reporting. As of June 30, 2013, 72/72 departments, branches and localities have assigned "spokespeople" to provide information to the press when needed.
Along with the efforts of local departments, agencies and branches, press agencies and editors and reporters are increasingly more responsible and professional in exploiting information, processing information and publishing information, ensuring the accuracy and honesty of the press. Therefore, the number of cases reported correctly by newspapers has increased significantly. Up to 70/107 issues reported correctly by newspapers (accounting for 65.4%).
Some press agencies have proactively monitored the information handling of some units, continuing to exchange information with the public such as stone mining in Len Roi (Tan Ky), illegal tin mining in Quy Hop, some state agencies in Vinh City renting out frontage for business kiosks... The drastic participation of press agencies such as Nghe An Newspaper, Nghe An Labor Newspaper, Tuoi Tre Newspaper, Communist Party Electronic Newspaper, VOV News and many other newspapers has brought results.
Nghe An Provincial People's Committee has decided to suspend 13 mineral exploitation enterprises and revoke 2 mineral exploitation licenses; Nghe An Provincial People's Committee has requested the violating agencies to immediately revoke the illegal rental kiosks. Press agencies are increasingly promoting the power of their pens, contributing to the socio-economic development of the province.
However, the implementation of Decision 99/QD-UBND by local departments, branches, and agencies as well as press agencies still faces some limitations that need to be overcome: For cases that are correctly reported by the press, the agencies and units have received documents but have not yet reported the results and progress of implementation. Some documents responding to information reported by the press are still sketchy and general, and have not yet reviewed and clarified the responsibilities of relevant individuals and organizations. When an unusual incident occurs, information has not been provided to the press in a timely manner, and reporters have to get information from many different sources. Some press agencies have not yet sent reporters to directly follow the incident to the final result, so when publishing the issue, it only stops at the role of discovery, but has not yet promoted the effectiveness of information...
Implementing the direction of the Chairman of the Provincial People's Committee at the "Press conference on the socio-economic situation in the first 6 months of the year", in the coming time, the Department of Information and Communications will continue to urge local departments, branches and sectors to quickly handle the information reported in the press, advise the Provincial People's Committee to criticize units that are slow to handle, and amend Decision 99/QD-UBND to be more consistent with Decision 25 of the Government and the actual situation of the province.
- In the first 6 months of 2013, the Provincial People's Committee issued 55 documents directing the handling of 61 cases (of which 35/61 cases have been handled). - There are 107 response documents from agencies and units, of which 67 are responses following the direction of the Provincial People's Committee, and 40 issues are proactively handled. |
