Handling situations arising during online auctions of car license plates
Vietnam Auction Joint Stock Company announced how to handle situations arising in the upcoming first car license plate auction (expected from August 15 to 20, 2023), in which the auction may be stopped due to technical errors on the online auction site.
According to Lao Dong reporters, the online auction information page of Vietnam Auction Joint Stock Company at the link: http://dgbs.vpa.com.vn is currently stable after the system upgrade.
Previously, there were many people's complaints about the difficulty in searching and accessing this information page.
This will be the location for the first online auction of car license plates, scheduled for August 20. The Ministry of Public Security is currently publicizing a list of more than 153,000 car license plates for people to choose from and participate in the auction.
According to Vietnam Auction Joint Stock Company, the deadline for selecting car license plates will be from July 19, 2023 to 5:00 p.m. on August 18, 2023. The Company is responsible for receiving registration information for auction participation and deposits continuously from the date of listing the property auction until 3 days before the auction.
Previously, according to the Ministry of Public Security, Vietnam Auction Joint Stock Company was selected due to its total score of 93.
This enterprise is also said to have paid corporate income tax or contributed to the state budget minus value added tax (up to the time of filing) of over 200 million VND.
According to Ms. Lam Thi Mai Anh - Director of Vietnam Joint Stock Auction Company - the unit has regulations for the first online auction of car license plates. In which, there is a provision for handling cases arising from the online auction information page.
Specifically, the auction is stopped and reorganized when a technical error occurs on the online auction information page, causing the auction participant to be unable to bid; the bid is valid but not recorded by the system; the bidding time is recorded incorrectly, and the auction cannot start.
The re-auction will be held after the system error is resolved. The company will notify the bidders of the re-auction time. In this case, the bidders will bid again from the beginning.
"In case of not being able to access the Online Auction Information Page during the auction registration and bidding process, the auction participant must notify the company immediately for handling" - said the Vietnam Auction Joint Stock Company.
According to the Ministry of Public Security, the starting price and deposit for a car license plate to be auctioned is 40 million VND. The step price is 5 million VND. The auction is online, the auction method is ascending price. After choosing the license plate to be auctioned, the participant submits the application fee and deposit to the account of the property auction organization and is given an auction participation code.
Next, the auction participant accesses the online auction information page with his/her access account and performs the auction procedure according to the auction regulations. For each successful auction, the auction organization will be paid a fee of 8% of the starting price. In addition to the auction service fee, the auction fee paid to the property auction organization is 10,000 VND per car license plate put up for auction.
