118 mineral exploitation enterprises were fined for not complying with the law.
(Baonghean.vn) - These units mainly violate environmental protection, violate mineral laws, have not set up safety markers, and have not trained workers in occupational safety and health when the majority of workers work in environments with high risks of unsafety.
Recently, an interdisciplinary team including the Department of Labor, Invalids and Social Affairs, Department of Natural Resources and Environment, Department of Construction, Department of Industry and Trade, Provincial Police, Fire Police, representatives of People's Committees of districts and towns... inspected the compliance with the law of 172 companies and mineral exploitation units that have been licensed by the Provincial People's Committee. After an inspection lasting more than 1 month, the 2 interdisciplinary teams drew up administrative violation records for 118 enterprises with a fine of nearly 1 billion VND.

Specifically, for businesses licensed to exploit sand and gravel, the delegation discovered violations in environmental protection such as not conducting environmental monitoring, not having waste collection pits, and still letting waste such as oil and grease discharge into the environment. Many businesses exploited beyond the licensed boundaries, exploiting beyond the reserves.
Regarding stone and clay mining enterprises, the delegation discovered that many enterprises were not mining according to approved designs. Some mines violated labor safety regulations such as having hanging stone pits; not taking immediate measures to remedy risks that could cause labor accidents; not training or inadequate training on labor safety for workers; and not properly implementing labor safety procedures while working.
In particular, many units do not set up safety markers at high-risk mine locations; many units have not yet conducted inspections before using equipment with strict requirements.

Mr. Chu Van Luc - specialist of the Department of Labor Safety and Employment, Department of Labor, Invalids and Social Affairs said: "Although we sent documents to all business owners when we had a plan, many units still did not cooperate when checking. Therefore, although the mine is still operating, the inspection team cannot carry out the necessary inspection steps."
Through the inspection, the delegation also recommended that the Provincial People's Committee strengthen administrative procedure reform in the issuance of mining and land lease licenses in a quick, simple manner but in accordance with legal regulations.
Implementing Plan No. 348/KH-UBND dated June 1, 2018 of the Provincial People's Committee, the Department of Labor, Invalids and Social Affairs and the Department of Natural Resources and Environment have established 2 interdisciplinary inspection teams to inspect compliance with the law in mineral exploitation activities.
Group 1, led by the Department of Natural Resources and Environment, inspected 90 enterprises; Group 2, led by the Department of Labor, Invalids and Social Affairs, inspected 82 enterprises.
The inspected enterprises are located in 12 districts, including: Nghi Loc, Dien Chau, Yen Thanh, Hung Nguyen, Nam Dan, Thanh Chuong, Do Luong, Tan Ky, Anh Son, Con Cuong, Tuong Duong and Ky Son.
