Punish 2 people for spreading rumors that BIDV Chairman was arrested
Inspectors of the Ho Chi Minh City Department of Information and Communications have just administratively fined two people residing in Ho Chi Minh City who spread rumors that BIDV Chairman Tran Bac Ha was arrested in February.
"We have just issued a decision to administratively fine two people who spread rumors that Mr. Tran Bac Ha was arrested, each fined 10 million VND," a representative of the Inspectorate of the Ho Chi Minh City Department of Information and Communications told VnExpress.net. The real identities of these two people were not revealed, but the authorities said they have the nicknames hungpvn and danghocdo and both live in Ho Chi Minh City.

Previously, in July, the General Department of Security II, after investigating the "rumor of BIDV Chairman being arrested" incident, identified three people involved: one working in Hanoi, one working in Ho Chi Minh City and one working in the environmental field.
The Ministry of Information and Communications has imposed a fine of 15 million VND on the person who spread the rumor in Hanoi. This person stated, "when he heard word of mouth about Tran Bac Ha's arrest, he immediately posted the information on social media." Similarly, the other two people were also determined to have "posted this rumor on social media in February."
Rumors of Mr. Tran Bac Ha's arrest spread on the morning of February 21 while BIDV's Chairman was chairing a BIDV leadership meeting to implement the 2013 business plan. Immediately after the rumors, the stock index closed the trading session with the largest decrease since August 2012. The USD price at that time also increased past the threshold of 21,000 VND/1 USD and many people also rushed to buy gold bars.
