The working group then made a record of the inspection to clarify. During the investigation, the landlord Luong Van M. admitted that he was the one who brought beer from his private home to the family's boarding house and, together with 6 other people (workers renting the room), including: Vi Van C., Vi Van B., Tran Van Q., Lo Thi H., Lo Thi T. and Lo Thi T., organized to watch football.

According to the provisions of Point c, Clause 3, Article 12 of Decree 117/2020/ND-CP dated September 28, 2020 of the Government regulating sanctions in the health sector, in case of failure to implement the decision on measures to limit mass gatherings, a fine of 10 million to 20 million VND/person may be imposed.
