According to the National Center for Hydro-Meteorological Forecasting, the low pressure area in the East Sea has strengthened into a tropical depression. At 1:00 a.m. on November 13, the center of the tropical depression was at about 7.9 degrees North latitude; 116 degrees East longitude. The strongest wind near the center of the tropical depression was level 6 (from 39 - 49 km/h), gusting to level 7.

It is forecasted that in the next 24 hours, the tropical depression will move mainly in a westerly direction, traveling about 20 km per hour and is likely to strengthen. At 1:00 a.m. on November 14, the center of the tropical depression will be at about 7.7 degrees North latitude; 112.1 degrees East longitude, in the Truong Sa archipelago. The strongest wind near the center of the tropical depression is level 7 (from 50 to 61 km/h), gusting to level 8 and level 9.
