Worthy of being a green - clean - beautiful tourist coastal city
(Baonghean) - The Resolution of the 4th Congress of the Party Committee of Cua Lo Town, term 2010 - 2015, sets the goal of building Cua Lo into a coastal tourist city that meets the criteria: green - clean - beautiful. Towards that orientation, the Party Committee and people of the town have made efforts in many fields and achieved positive results. In particular, Cua Lo has been recognized by the Prime Minister as a "coastal tourist city".
Focus on developing tourism economy
With great advantages and potentials in tourism, promising to be an important locomotive in the economic development of the province, Cua Lo has always received attention and direction from the Central and the province. Along with that, the efforts of all levels, sectors and people in the town have brought the value of tourism and services to over 60% of the local GDP. The documents of the Congress of the Party Committee of Cua Lo Town for the 2010 - 2015 term affirmed: "Continue to build Cua Lo coastal town into a green, clean, beautiful, rich, civilized coastal tourism city. Sustainable economy, synchronous infrastructure, improving people's income and life, advanced culture, imbued with identity...".
To implement the resolution's objectives, the Town has made great efforts to deploy many solutions, mobilize all resources to develop the Town, meeting all the conditions for the Prime Minister to sign Decision No. 2355/QD-TTg to recognize "Cua Lo coastal tourism urban area" on December 25, 2014. This is a step forward in the Town's development, affirming the achievements of the past term in developing the tourism - service economy. Currently, Cua Lo Town is identified as one of the two major urban centers of Nghe An province. According to the master plan for Vietnam tourism development to 2020, with a vision to 2030 approved by the Prime Minister in Decision No. 201/QD-TTg dated22/1/2013, Cua Lo Town is planned to be one of 12 tourist cities of Vietnam. Previously, Resolution No. 05/NQ/TU dated26/9/2006of the Standing Committee of Nghe An Provincial Party Committee on building and developing Cua Lo Town into a tourist urban area by 2015 with a vision to 2020.

Under the direction and leadership of the Town Party Committee, propaganda, promotion and mobilization activities to seek and promote tourism development opportunities on a national and international scale have been promoted. In addition, the Town has a Project to mobilize resources to invest in developing infrastructure, transportation, electricity, water, hotel systems, supermarkets, etc. Up to now, Cua Lo has a convenient traffic connection system. National Highway 46 has been upgraded, Lam Cua Hoi - Nam Dan riverside road, the road from Vinh center - Cua Lo, provincial road 535 (Vinh - Cua Hoi) has been invested and upgraded.
The whole town has 35 completed urban roads, named with a total length of 65km, most of which have been paved. The main streets including Binh Minh, Mai Thuc Loan, Nguyen Hue, Phan Sao Nam, Nguyen Sinh Cung have been invested in construction, with road widths ranging from 7 - 21m. In addition, many other longitudinal and transverse roads have also been invested in upgrading. Currently, the town is implementing 2 ADB-funded water supply projects to increase the water supply capacity from 6,000m3/day to 12,000m3/day to meet the town's water supply needs by 2020, and to build a power grid to supply Ngu Island tourist area. In 2014, the town also had its first 5-star hotel.
According to Mr. Phan Cong Doi - Head of the Town's Urban Department, in 2014 the Town invested in building crossroads No. 10 and No. 11, longitudinal road No. 3, embankment to prevent landslides on the right bank of Nam Cam River, embankment to prevent landslides on the Cua Hoi beach to Binh Minh Square, phase 1 wastewater drainage system, lighting system from National Highway 46 to Nam Cam road. All are creating a favorable urban appearance, harmoniously connecting the exploitation of sea tourism potential with the construction of civilized people's lives. Thanks to the focus on investment and development, the urban infrastructure system is gradually modernized and synchronized. The town's tourism economy has achieved very high results. In 2014, the total number of visitors to Cua Lo is estimated at 2.251 million; the total value of production and business reached 4,872 billion VND, an increase of 9.5% compared to 2013; Service economy is estimated at 1,954.9 billion VND, up 9.6% compared to 2013, service structure accounts for 62% (nearly reaching the congress target of 63 - 64%).
Improve income and living standards for people
One of the biggest marks of the Congress of the Party Committee of Cua Lo Town, term 2010-2015 is the doubling of the average income per capita. This reflects the economic growth rate of the town; at the same time, it is an index reflecting the attention and care of the Party and the political system for the people's lives. In 2010, at the beginning of the term, the average income per capita was only 31.3 million VND/person/year, but by 2014 it had reached 52 million VND/person/year, this is a very impressive figure, much higher than the average income per capita of the province (currently the average of the province is 34 million VND/person/year).
To achieve the above results, in addition to the determination in direction, Cua Lo Town also has effective implementation solutions. Immediately after the targets were approved by the Party Committee of the Town, all levels and sectors immediately started implementing programs and action plans. With the advantage of being a coastal tourist city, the town especially prioritizes promoting trade and service industries, attracting investment resources to improve urban tourism infrastructure. In just a short time, the town has attracted hundreds of billions of VND from residents to invest in coastal kiosks, upgrade restaurants and hotels; attract a number of large investment projects into operation such as Cua Lo Gold, Trang An Confectionery, Vinamilk Milk Factory and soon Song Ngu Son Project, Muong Thanh 5-star Hotel... creating more jobs and income for local people. One of the town's effective solutions is to reduce poverty and create jobs for workers.

Nghi Thu Ward, one of the localities with many achievements in hunger eradication, poverty reduction and job creation in the town. The Ward Party Committee has transformed the economic structure from agriculture - fishery to services and small-scale industry, prioritizing on-site job creation solutions. After identifying the key economic structure and sectors, Nghi Thu built specialized resolutions in each field and resolutely organized their implementation. Specifically, in the fields of agriculture, tourism development or handicraft villages, the ward has resolutions for leadership and direction. Along with promoting the development of service tourism, the ward has introduced new occupations, such as making vermicelli noodles. Up to now, in addition to becoming a provincial-level craft village, this occupation has created regular jobs for 270 workers, with an average of 3-4 people participating in each household, with some households earning 150-170 million VND/year. For poor households with labor, the ward creates conditions and guarantees to send laborers to work abroad... Currently, the ward has 175 people working abroad, each year Nghi Thu has 16 - 18 billion VND from abroad sent to relatives. From a difficult ward, Nghi Thu has become a bright spot of development with a poverty rate of only 2%, the lowest among the wards and communes of the town; average income per capita reaches 43.7 million VND/person/year.
Nghi Hai ward is dynamic and diverse in occupations. Comrade Ngo Thanh Linh - Secretary of the ward Party Committee said: Right from the beginning of the term, the Party Committee closely followed the work plan of the Town, the ward actively encouraged children to go to work abroad. The Party Committee directed the Ward People's Committee to create maximum conditions for administrative procedures, when people requested, they would work on the day off to keep up with the progress and work. In addition, the ward directed the Priority Credit Fund to allocate capital for children in the area to go to work abroad. Nghi Hai currently has 1,000 workers, accounting for 11% of the commune's population and 1/4 of the Town's workers are working in Korea, Japan...
In addition to labor export, the Party Committee and People's Committee of the ward encourage people to expand and develop service industries, from tourism services to fishing logistics. With the diversity of industries, the hard-working people of Nghi Hai have actively promoted in the new period. Although the term is only 4 years, the ward has achieved 14/14 economic targets, in which, the average income per capita exceeded the plan of 35.5/34 million VND/2015 plan, the poor households decreased to 3.8%. Income increased, the material and spiritual life of the people was improved and enhanced.
Comprehensive strong political system
One of the goals and tasks set forth in the Resolution of the 4th Congress of the Party Committee of Cua Lo Town for the 2010-2015 term is to build a strong and comprehensive Party Committee, government and governance system. On that basis, since the beginning of the term, Party committees at all levels have focused on issuing regulations and work programs; regularly inspecting and actively directing branches and levels and spending 1/3 of their time going to the grassroots; quarterly meetings are held with Party Building Committees, the Fatherland Front and mass organizations to promptly grasp, remove and resolve issues arising in the performance of tasks. At the Fatherland Front Committee of the town - an agency that is annually ranked as excellent, according to Vice Chairman Nguyen Duc Tinh, it is the innovation and enhanced coordination between the Fatherland Front and the People's Council, People's Committee, with branches and mass organizations to gather the strength of the entire political system to participate in performing tasks, clearly identifying key and focal tasks; connecting with the grassroots.
For the Youth Union, actively follow the Resolution of the Party Committee, the programs and activities of the higher-level Youth Union as well as the political tasks of the locality to build practical programs, plans and work contents with widespread influence. According to Secretary of the Youth Union Hoang Dinh Thuy Dung, the success of the Cua Lo Youth Union is to have created many practical and useful activities, contributing to the implementation of local political tasks such as union members and young people actively developing the economy, with 25 effective economic development models with capital from 100 million VND to 1.5 billion VND; volunteering in propagating the "5 no" policy of the Town and maintaining environmental sanitation; volunteering to carry out many meaningful youth projects and tasks such as building schoolyards, building cultural house embankments, helping families with preferential policies.
In Nghi Thu ward, the Party Committee has built a united collective, assigned specific and clear responsibilities, and had frank inspection and evaluation. In performing tasks, from the Party Committee to the government and the Fatherland Front, the organizations stick to the work, grasp the situation, public opinion as well as the recommendations and proposals of the people to focus on resolving them thoroughly, not to be lax, creating high consensus within the Party Committee, the political system and consensus among the people.
The breakthrough issue of Cua Lo in the 2010 - 2015 term is to focus on improving the quality of the staff in the political system. During the term, the Town Party Committee continued to direct the implementation of projects issued in the previous term, such as Project No. 05/DA-ThuU on improving the quality of the Town Youth Union staff; Project No. 06/DA-ThuU on improving the quality of the Town Women's Union staff; Project No. 01/DA-ThuU on improving the quality of the Farmers' Union staff. Accordingly, the staff of the association from the town to the grassroots level were trained to improve their qualifications in all aspects, at the same time supplementing the source of staff for the town and key leaders of wards and communes. Deputy Head of the Organizing Committee of the Town Party Committee Hoang Thanh Son added: “Up to this point, the team of cadres and civil servants in the Party, State, Fatherland Front and mass organizations at the town level has a total of 149 people, of which 17 people have master's degrees; 108 people have university degrees. Regarding political qualifications, 71 people have advanced and bachelor's degrees; 67 people have intermediate degrees".
During the 2010-2015 term, the town also boldly appointed and promoted many young cadres who were well-trained and had practical capacity to key positions in the town's departments and offices and "leaders" in the wards. Accordingly, many positions of heads of departments and offices at the town level and secretaries and chairmen of wards are quite young, such as the Chief of the Office of the Town Party Committee born in 1980; Vice Chairman of the People's Committee of Nghi Tan Ward born in 1983... The rotation of cadres is carried out in all three aspects: upward rotation, downward rotation and horizontal rotation, creating conditions for cadres to be trained in practice, thereby striving to excellently complete the assigned tasks.
Comrade Phan Cong Luu - Standing Deputy Secretary of the town affirmed: "In the first 4 years of implementing the term's targets, Cua Lo Town has reached the finish line with many important targets such as: economic structure, average income per capita, budget revenue, clean and strong Party Committee (6 consecutive years), excellent political system, national standard schools meeting and exceeding expenditures... Cua Lo is determined to implement the remaining targets such as: centralized wastewater treatment system, economic growth rate. This term has achieved many outstanding achievements, especially with the Prime Minister's Decision to recognize "Coastal Tourism City", creating new opportunities for Cua Lo to develop in the future".
