PV:Could you please tell us about the outstanding results achieved by the provincial Border Guard force in the 2012 Emulation Movement for Victory?

Colonel Nguyen Van Tuy:Over the past 3 years, the emulation and reward work (TĐKT) and the TDQT movement of the Provincial Border Guard have received attention, leadership and direction from Party committees and Party organizations at all levels from agencies to grassroots units. All activities of the TĐKT work and the TDQT movement have closely followed the requirements of the political tasks of departments, offices and units associated with the task of building a strong and exemplary party organization, building a comprehensively strong unit (VMTD), and excellently strong mass organizations (VMXS). The work of propagating examples of good people, good deeds, advanced models, good initiatives and experiences in improving the quality and effectiveness of implementing political tasks has been given due attention; The work of commendation ensures publicity, democracy, fairness, timeliness, and accuracy from the grassroots level, which has effectively promoted the educational effect of setting examples, encouraging learning, competing to catch up with and surpass advanced models, creating a vibrant competitive atmosphere in each department, office, and unit, contributing to the successful implementation of assigned tasks.

Continuing to promote synchronous and comprehensive innovation of border protection measures, effectively combating all types of crimes, firmly protecting the sovereignty and security of the border and sea areas, units have actively and proactively grasped the situation, especially the situation in key areas. Maintaining good organization and implementation of patrolling and controlling activities to protect the border and sea areas; coordinating with localities to promptly handle and prevent incidents such as: encroachment on both sides of the border, illegal border crossing, use of explosives, electric shock fishing, activities violating the sovereignty of the sea areas by foreign vessels... protecting the safety of the border, landmarks and sovereignty, border security, at sea; effectively implementing administrative procedure reform in registration and control work to ensure speed, neatness and convenience for vehicles, goods, passengers for import and export, entry and exit, transit, creating favorable conditions for the socio-economic development of the province. Organize the implementation to ensure safety, quality and on-schedule progress of the plan to renovate and increase the density of national border markers on the Vietnam - Laos border. Maintain and carry out border diplomacy activities well, expand people-to-people diplomacy activities to contribute to building and consolidating the relationship, solidarity and cohesion between the authorities and people on both sides of the Vietnam - Laos border.

Innovate and improve the effectiveness of professional measures, build secret forces to ensure a firm grasp of the internal and external border situation, proactively propose appropriate policies and solutions to combat all types of crimes, maintain political security and social order and safety in border areas. In the past 3 years, 13 special projects and dozens of professional plans have been established and successfully fought; 8 cases/31 subjects of activities violating national security have been arrested and handled; 161 cases/207 subjects of illegal trading and transportation of drugs have been arrested, with evidence confiscated of 35.668 kg of heroin, 1.666 kg of opium, 2 kg of synthetic drugs, 20 kg of marijuana, 12,074 synthetic drug pills and many other evidences; 3 cases of fraud and trafficking of women abroad; 434 cases/950 subjects of smuggling, commercial fraud, illegal trading, transportation and use of weapons, explosives, electric shocks and other violations of the law, seized evidence included 304 kg of explosives, 2,401 detonators, 325.7 kg of firecrackers, 214 electric shocks, 52 guns of various types, 6 homemade mines, 670 kg of wild animals, 123m3 of wood of various types; mobilized people to hand over 473 homemade guns.

Coordinate with local Party committees and authorities at the grassroots level to effectively implement mass mobilization work, disseminate and educate the law, and build mass movements to participate in protecting border security, border lines, landmarks, fleets of boats, and self-managed wharves. Actively participate in building and consolidating political bases, developing economy, culture, and society in border and coastal areas, contributing to building a strong people's border defense. A typical example is continuing to effectively promote the model of sending 23 border guards to work as secretaries and deputy secretaries of the Party Committees of border communes, and transferring 77 party members from border posts to temporarily live in Party cells in weak villages on the border and in religious areas in coastal communes. Effectively implement Plan 316 on "Conservation and sustainable development of the Dan Lai ethnic minority in the core area of ​​Pu Mat National Park" in Mon Son commune, Con Cuong district; The plan of the Provincial People's Committee assigned to the Provincial Border Guard to help 3 poor communes and the plan of the Provincial Border Guard Command to build model points for hunger eradication, poverty reduction and household economic development.

Excellently completed the tasks of training, combat readiness; search and rescue and other emergency tasks. Of which, 100% of the content, time, and 97% of the number of troops were achieved; 100% of the test results met the requirements, of which 88.7% were good and excellent. Well implemented the campaigns and movements launched by the Party, the State, the locality, the army, and the Border Guard force; built the unit with a good, healthy, and rich cultural environment... constantly improving the material and spiritual life of the soldiers.

Typical units in the TDQT movement are: PCTPMT Department, Political Department, border posts: Nam Can, Hanh Dich, Cua Lo - Ben Thuy, Na Loi, Keng Du, My Ly, Quynh Phuong, Na Ngoi, Sub-region 50 and Battalion 19.

With the outstanding achievements, for 3 consecutive years (2009, 2010, 2011), the Provincial Border Guard Party Committee has always achieved the title of Strong Party Committee; was awarded the excellent emulation flag by the Ministry of National Defense, the Provincial People's Committee, and the Border Guard High Command; in 2012, the Government awarded the excellent emulation flag. 187 collectives and individuals were awarded medals, certificates, and certificates of merit by the State, the Prime Minister, the Ministry of National Defense, the Provincial People's Committee, the Border Guard High Command, and the Provincial Border Guard High Command for outstanding and outstanding achievements in the Emulation Movement for Victory.

Actively innovate, improve the quality and effectiveness of the emulation movement and emulation work in the provincial Border Guard; closely combine regular emulation with organizing peak emulation periods, raids, integrating the goals of campaigns, emulation movements of sectors, mass organizations, patriotic emulation movements of localities in the stationed area with the emulation movement of the unit; strongly arouse creativity, the spirit of self-reliance, self-strengthening, overcoming all difficulties, striving to excellently complete all tasks of cadres, party members, soldiers, workers and employees in the entire provincial Border Guard force, building Nghe An Border Guard as a typical advanced collective at the Border Guard Command level and being awarded the title of Hero of the People's Armed Forces in the renovation period by the Party and State.

Colonel Nguyen Van Tuy:Continue to innovate the method of organizing emulation movements and emulation activities; focus on improving the quality of building plans and action programs, ensuring that the emulation content and targets are realistic, comprehensive and specific, focusing on breakthroughs in implementing key political tasks; overcome weak links and weak aspects, create strong and solid changes, especially in democracy, discipline, building regular order, reforming military administration and working methods and styles; improve the way of launching emulation in a concise, practical and appropriate direction; closely combine regular emulation with surprise emulation, between emulation movements of units and localities, integrate the content of emulation movements with campaigns, and at the same time maintain good implementation of emulation inspection, scoring, preliminary and final summaries, and experience drawing so that the movement continuously innovates and develops comprehensively in both breadth and depth. Focus on discovering and nurturing advanced models, good people and good deeds to popularize and replicate; effectively maintain the operation of emulation clusters, monitor and evaluate emulation; the role of the Emulation Group and the Emulation Council in emulation work and the implementation, monitoring and urging of movements and emulation campaigns to properly assess the rising strength of each unit, attract many people to participate in emulation, chase and surpass typical models, create a lasting vitality and widespread development for the emulation movement in units and in the whole province.
