The Provincial Military Party Committee, Party committees and commanders at all levels have strictly followed the leadership and direction of the Party and State; focused on comprehensive leadership and direction, with a focus and key points, and successfully completed the set goals and tasks. Timely and proactively advised the Provincial Party Committee and Provincial People's Committee to plan goals, targets and measures in local military and defense work. Assessed, forecasted and handled situations correctly, avoiding passivity and surprise, especially in the struggle to protect border and maritime sovereignty, firmly protecting the independence, sovereignty and territorial integrity of the Fatherland. Coordinated well between forces, contributing to maintaining political stability and a peaceful environment for the socio-economic development of the province. Led the building of a strong and comprehensive provincial armed force, always ready to fight. Actively participated in helping people eliminate hunger, reduce poverty, and overcome the consequences of war and natural disasters. Building a strong local political base, a solid people's position, and gaining the trust of Party committees, authorities and people. Party building work has many important changes in leadership capacity and fighting strength. Cadres and party members have a strong political stance, are absolutely loyal to the Party, the Fatherland and the people, and are ready to receive and successfully complete all assigned tasks.

Currently, like the whole country, besides the basic advantages and new opportunities, Nghe An still has to face many difficulties and challenges, namely: The activities of "peaceful evolution" and violent overthrow by hostile forces are increasing in many forms, with more fierce levels and more sophisticated and complicated tricks. In particular, they focus on exploiting the tricks of democracy, religion, and human rights to incite and exploit ethnic and religious issues to interfere in our country's internal affairs.

As a province with a large area, large population, complex terrain, slow economic development; people's lives still have many difficulties. Many social issues still have potential factors causing instability, directly affecting national defense and security tasks.

From the above situation, agencies and armed forces units in the province need to continue to thoroughly grasp and implement the following basic issues:

First of all, it is necessary to regularly and thoroughly grasp and seriously implement the military, national defense, and homeland protection viewpoints and guidelines of the Party and State, the Central Military Commission - Ministry of National Defense, especially the Resolution of the 8th Central Committee (11th tenure) on "Strategy for protecting the Fatherland in the new situation". At the same time, it is necessary to perform well the advisory function for the Provincial Party Committee and the Provincial People's Committee in the military and national defense fields. Effectively implement the resolutions and directives of the Party and State on building the people's armed forces, firmly building the all-people national defense, the all-people national defense posture associated with the people's security posture.

Party committees, authorities, sectors and localities need to deeply understand that the strength to protect the Fatherland is the combined strength of the whole country. It is necessary to constantly grasp and properly implement the viewpoint of closely combining the two strategic tasks; linking socio-economic development with national defense - security and foreign affairs. Taking socio-economic stability and development as the foundation to maintain political stability and strengthen national defense - security; taking political stability, strengthening national defense and security as conditions for socio-economic development.

Strengthen cadre work, build cadres in the direction of quantity linked to structure, arrange and organize cadres reasonably, and improve the quality of cadres.

Third, it is necessary to strengthen and improve the effectiveness of State management over the armed forces. Improve the working methods and procedures of agencies and units in the armed forces, clearly define the working principles and regulations on coordination of the leadership, management and command apparatus at all levels for the provincial armed forces. Take care to build a clean and strong party organization system in the armed forces, associated with building and consolidating the command system at all levels and units in the comprehensively strong Military Party Committee, meeting the requirements of leadership, direction and management of military and defense work. Build the armed forces to protect the Fatherland in the new situation.

Fourth, focus on improving overall quality, first of all political strength, focus on training to improve combat strength, capabilities, and combat readiness of the provincial armed forces, have strong political will, be absolutely loyal to the Party, State and people, steadfast in the goal of national independence and socialism; always overcome all difficulties, be ready to receive and complete well the assigned tasks. Build and consolidate solid defense areas to proactively deal with unexpected situations that may occur.

Agencies and units of the Nghe An armed forces must truly be a united, unified, politically sensitive bloc; elite in expertise and profession; proactive and flexible in advising Party committees and authorities at all levels to lead and direct the implementation of national defense and security tasks. Closely coordinate with local departments, branches and organizations, act as the core with the entire people to build and consolidate the national defense, meet the requirements of socio-economic development tasks and fulfill the task of protecting the Fatherland.

In the current situation, we must persistently and resolutely implement the Central Resolution 4 (11th tenure) "Some urgent issues on Party building today" in conjunction with studying and following the moral example of Ho Chi Minh. Carry out political and ideological education well; organize cultural, artistic, physical education and sports activities well, create positive changes in cultural and spiritual life, overcome negative manifestations of ethics and lifestyle, contribute to maintaining the good qualities of Uncle Ho's soldiers.
