However, after a period of signing for compensation for agricultural land without receiving any money, we went to the Vinh City Land Fund Development Center to meet Mr. Nguyen Hoang Minh - Director of the center and asked, and were told "currently this project has no more money and the compensation money of the Vinh - Cua Lo Boulevard Project has been transferred to another project".
We do not know the truth of the issue as answered by Mr. Nguyen Hoang Minh and the article published by Nghe An Electronic Newspaper. Firstly: Regarding the compensation money of Vinh - Cua Lo Boulevard Project being transferred to another project: The compensation and support plan for site clearance for the Vinh - Cua Lo Boulevard Project through Nghi Phu Commune was approved by Vinh City People's Committee in Decision No. 2121/QD-UBND dated April 19, 2012 and Decision No. 7519/QD-UBND dated December 20, 2012. After the plan was approved, Vinh City Land Fund Development Center coordinated with Nghi Phu Commune and two cooperatives Hong Hoa Thai and Yen My (where agricultural land was recovered for the project) to organize a meeting with the people to announce the decisions, proceed to transfer compensation and support funds to the accounts of the two cooperatives so that the cooperatives can pay the families and members according to regulations, but both cooperatives did not agree to receive the money. The center's staff went directly to each family to mobilize but also did not achieve results.
