Pursuant to Official Dispatch No. 6225/UBND-GT dated September 6, 2013 of the People's Committee of Nghe An province on inspection and handling of the situation of spreading nails and sharp objects on National Highway 46A, through Nam Giang commune(Nam Dan) As reported by the newspaper, on October 9, 2013, Nghe An Provincial Police issued Official Dispatch No. 1767/CAT-PV11 reporting the results of the investigation and handling of the case reported by the newspaper as follows:
1. Verification results of related issues:
- Regarding the case of Mr. Le Van Cong residing in Nam Linh commune, Nam Dan district, which the article reported: "While driving on National Highway 46A, passing through Nam Giang commune, he had to stop the car to remove a diamond-shaped nail stuck in the rear wheel. The nail was about 2cm long, with both ends sharpened and bent. Mr. Cong said: The car was running smoothly when suddenly the steering wheel wobbled, looking down at the tire, there was no air left, after walking for a few dozen meters, he saw someone coming in the opposite direction, carrying tire repair tools, offering to patch the tire. Even though the tire repairman "screamed" at 30,000 VND for a patch, he had to accept it...". Nam Dan district police directly worked with Nam Linh commune police to verify the case of Mr. Le Van Cong as reported by Nghe An newspaper and learned that in Nam Linh commune, there was no citizen named Le Van Cong who had a punctured tire and provided information as reported by the newspaper.
- Regarding the case of Ms. Nguyen Thi Le (worker of Haivina Kim Lien Company Limited) that the article reported: “Also in a similar situation to Mr. Cong, Ms. Le indignantly said: “Earlier this week, on the way to work, my car suddenly shook violently, stopped and saw that the rear tire was flat. I went to a roadside repair shop, opened it up to see; the inner tube was stuck with a diamond-shaped nail nearly 2cm long, with several holes cut through it, and had to be replaced with a new inner tube for 70,000 VND. Two weeks ago, my car's tire was punctured by a nail and had to be replaced for 80,000 VND...". Nam Dan District Police directly worked with Ms. Bui Thi Ngoc - Head of Personnel Department of Haivina Kim Lien Company Limited and learned that at the company there was a person named Nguyen Thi Le, born on October 28, 1987, ID number 186358680, residing in Hung Tien Commune, Nam Dan District, Nghe An. Working directly with Ms. Nguyen Thi Le, Ms. Le confirmed that she did not fall into the situation of having a punctured tire and having to replace the tire as reported by the newspaper.
- Regarding the case of Mr. Nguyen Van Thoai, working at the People's Committee of Nam Dan district, according to the article: "A person who regularly participates in traffic on this road said: My house is in Vinh city but I work at the People's Committee of Nam Dan district, I have to travel on this road every day. Recently, especially early in the morning, I have witnessed many times people having to push their motorbikes because they ran over nails, there was a time when my motorbike also ran over nails and had to change the tire, luckily my motorbike was driving slowly so there was no accident". Nam Dan district police worked with Mr. Ho Sy Hai - Chief of Office of the People's Committee of Nam Dan district and learned that the People's Committee of Nam Dan district does not have anyone named Nguyen Van Thoai as the newspaper reported. Conducting a survey on National Highway 46A, through Nam Giang commune (Nam Dan), it was determined that there are 4 motorbike repair shops, all of which have fixed repair kiosks located close to National Highway 46A; no evidence of spreading nails, sharp objects, overcharging customers and "wild" tire repair work was discovered.
- The article published photos of 2 young men (1 person patching a tire and 1 person with a punctured tire) and 2 motorbikes with license plates 37M1-5477 and 37S6-1697. Through verification, it was known that: Motorbike with license plate: 37M1-5477, named Phan Sang, born in 1978, residing in Block 1, Quang Trung Ward, Vinh City, Nghe An; motorbike with license plate 37S6-1697 named Xeo Pho Kieng, born in 1987, residing in Don Bang, Na Loi Commune, Ky Son, Nghe An. However, it is not possible to determine where the tire patching location in the photo is.
2. General comments:

Based on the above information, the reporter went to find out, met, and listened to people whose vehicles had punctured tires with nails recount the incident and the reporter wrote an article with the aim of reflecting the incident so that the authorities could investigate and handle the nail-spreaders, ensuring the safety of traffic participants, especially the workers who go to work every day at Haivina Kim Lien Company (Korea). Nghe An Newspaper affirmed that the information in the article was true, the author had met with witnesses and heard them recount the incident. However, the reporter did not compare the personal information of the information providers in the localities as the witnesses exchanged. After receiving the reply from the Provincial Police, on October 14, the reporter continued to return to investigate and meet some workers such as Ms. Tran Thi Hien (name on the factory access card) - in Mau 4 hamlet - Kim Lien commune - Nam Dan, working in the all-hands department - Haivina Kim Lien Garment Company. Ms. Hien confirmed that in late August and early September 2013, on the way to her workplace, her car had a flat tire many times and had to replace 3 inner tubes. Ms. Ho Thi Mau (name on the factory access card) in workshop C, garment sewing department also said that in August 2013, her car's inner tube was also punctured by sharp nails... At that time, observing in front of the company gate, the reporter also discovered 4 sharp nails scattered on the ground. However, it is not yet possible to confirm whether these nails were scattered by bad guys or not. Mr. Le Thanh Tinh - Head of General Affairs Department of Haivina Kim Lien Garment Factory - who reported the opinion about the nail spreading problem at the meeting between the Provincial People's Committee and Korean investors said: The factory reported to the province about the above information because of the workers' comments about the situation of vehicles being punctured with nails, having their inner tubes punctured many times and having to replace the inner tubes.
