I know that in the past, Nghe An Newspaper has published articles about the problems in the Ban Mong Reservoir Project. Honestly, I have only read one issue about the causes leading to that situation (Article 2: Prolonged problems - PV). Through reality and through the issue I have read, I see that the newspaper has pointed out the right causes, especially the shortcomings in state management. With 8 households submitting petitions, in fact, compared to households in the same area affected by the project, they also have disadvantages, so they have submitted petitions. Regarding this incident, the local government also made mistakes; the forestry department also made mistakes. I think that this incident needs to be resolved completely so that the project can continue to be implemented. This is the most common wish of the people in the area.
Mr. Dinh Viet Hieu, Deputy Head of Yen Hop Commune Police:

I have followed all 4 issues of "Resolving the problems in land acquisition and clearance of the Ban Mong Reservoir Project" published by Nghe An Newspaper. I think the newspaper has written the truth; the comments on the solution are reasonable. I myself also think that this matter needs to be addressed by the competent authorities to ensure compliance with the law. My family lives in Trong Canh hamlet, a hamlet with 7/8 households filing complaints, so I have shown these issues to the households. In addition, as both a responsibility and a neighbor, I have talked to and encouraged the households. Through the conversations, the households have changed their thinking, no longer demanding compensation for land but petitioning for 3 issues: Requesting support for new crops on the land; being allocated land with a suitable production location and equivalent to the area of land that has been recovered; being supported 40% according to the price of agricultural land.
In my opinion, the first two recommendations can be considered and resolved by the competent authorities, but the third recommendation on 40% support according to agricultural land prices is difficult for the competent authorities to resolve. I have also discussed this thought with the relevant households.
Mr. Tran Van Ngoc, Secretary of Yen Hop Commune Party Committee:

Recently, Nghe An Newspaper has published articles that are true to the nature of the incident that occurred during the implementation of the Ban Mong Reservoir Project in Yen Hop. The shortcomings of the commune government that the newspaper pointed out are the same. In fact, Yen Hop commune has also recognized its role and responsibility. In the process of implementing Resolution 4 of the Central Committee, the Commune Party Committee has also organized a review on this content. The objective and subjective causes leading to the errors have all been clarified. And those are lessons learned for Yen Hop commune in state management.
Recently, the Chairman of the District People's Committee has met twice to listen to the concerns of 8 households. In addition, the continuous newspaper articles have affected their awareness. Previously, 8 households had demands for land compensation, but now they have realized that it is impossible for the competent authority to resolve this matter; therefore, they have requested land support and wish to be allocated land for production close to their living area, convenient for commuting and production... We hope that the competent authority will consider and resolve any recommendations that are in accordance with the provisions of the law and promptly resolve this matter so that the project can continue to be implemented.
Mr. Nguyen Dinh Hua (79 years old), residing in Cong hamlet, Yen Hop commune:

To implement the Ban Mong Reservoir Project, the State must carry out land acquisition and in fact, the affected Yen Hop people basically agree. However, there are 8 households that still have problems and complaints that have lasted for a long time. This matter has been resolved at many levels, from the district to the province. Until the recent dialogue, because they did not agree with the conclusion, the incident of placing coffins at the intersection occurred. I heard people in the area say that if there is anything that is not clear, they should continue to petition for consideration and should not do so. That action is not good. Therefore, after only a few days, the coffins were moved.
Yen Hop and the surrounding areas are all areas with serious water shortages, agricultural production faces many difficulties, and people's lives are therefore very precarious. As a large irrigation project, everyone can see the benefits of the Ban Mong Reservoir Project, so everyone is very excited when the project is started and implemented. And although it has been delayed, the road opened from Hieu River to the residential area has created many favorable conditions for the people. Therefore, it can be said that the desire of all people is for the project to be completed. I know that the newspaper has published articles about the problems in the land acquisition and clearance of the Ban Mong Reservoir Project. Hopefully, these problems will be resolved completely...
