(Baonghean) - After receiving Document No. 486 of Nghe An Newspaper dated November 21, 2011, forwarding the complaint of Mr. Vang Van Xuan and 9 citizens in Xop Hoc village, Dien Lam commune, Quy Chau about the compensation for site clearance for Tan Xuan - Chau Thon road, for his family and some households that were not satisfactory, and at the same time, the payment of some compensation amounts that caused confusion and questions among the people..., on November 30, 2011, the Chairman of Quy Chau District People's Committee issued Document No. 05/UBNDT.Tr to Nghe An Newspaper as follows:

Upon receiving the directive document from the Provincial People's Committee and the transfer slip from Nghe An Newspaper, although the complaint had expired, in order to ensure the rights of the people whose land was recovered, the People's Committee of Quy Chau District established an Inspection Team to review the case. Based on the report of the Inspection Team, the People's Committee of the District found that the complaint of Mr. Vi Van Quynh and Ms. Vi Thi Hong had been resolved by the People's Committee of Quy Chau District for the first time according to Decision No. 1747/QD-UBND dated August 3, 2011. The remaining 8 citizens, after verification, were complaints from 4 households, of which Mr. Vang Van Xuan's household had 3 signatories, Mr. Vang Van Sach's household had 2 signatories, Mr. Luong Van Xuan's household had 2 signatories and Ms. Luong Thi Phuong's household.

The first case is the case of Mr. Vang Van Xuan's family. His family complained that the compensation was not satisfactory and the house of gratitude built by the commune was not recorded for compensation but was forcibly relocated... Through inspection, the Delegation found that the compensation for his family was established by the Land Acquisition and Site Clearance Council on November 18, 2008, the land area to be recovered was 118.9 m2, including 1 house, but when determining the price, the Land Acquisition and Site Clearance Council did not determine the price of the house, and then made additional records. According to the compensation records, the total area of ​​the house is 71.25 m2, of which the initial compensation area was 52.25 m2, so the compensation amount was 23.51 million VND; now the area is recalculated to be 65.96 m2, so the additional compensation area is 13.71 m2, corresponding to the amount of money that was assessed to be missing for the family of 6.19 million VND. Thus, Mr. Xuan's family was compensated a total of 33.28 million VND, of which the house compensation was 29.68 million VND, the moving support was 2 million VND, and the house rent was 3.6 million VND. However, up to now, his family has only received compensation for land and crops and has not received compensation for the house and support. Regarding the 1-room, 2-wing, wooden house with wooden floor and cement roof, because it was not included in the measurement file and did not affect the road construction, the Land Acquisition Council did not reclaim it and did not force or force the receiving of money as the petition stated.

Regarding the complaint of Mr. Luong Van Xuan, who has a 555 m2 house located on plot number 41, map sheet number 4, when building the Chau Thon - Tan Xuan road, a roof was lost but he was only compensated for 15 m2 of residential land and agricultural land. Through inspection, the delegation found that his house was 2.2 m from the edge of the road, not affected. The construction process also did not affect his house. Mr. Xuan had a house but it was demolished before compensation was made, so of course according to regulations, he was not compensated.

Mr. Vang Van Sach's complaint about his family having 5 fields confiscated but only receiving money for 2 fields. Through inspection and review, it was found that his family had 5 fields in Xop Hoc, when building the Tan Xuan - Chau Thon road, 4 fields were confiscated, but the Land Acquisition Council combined them into 2 files and compensated, so he misunderstood that he only received money for 2 fields, and the other field was not confiscated. After the commune cadastral officer explained, Mr. Sach's family did not complain anymore.

Finally, there was a complaint from Ms. Luong Thi Phuong about her family having 2 houses, 1 in Na No village, 1 in Xoc Hoc village. When building the Tan Xuan - Chau Thon road, the Land Acquisition and Compensation Council had made a record but she had only received money for the house in Xoc Hoc village and the compensation was not satisfactory. Through inspection, the delegation found that in Na No village there was only a plot of land (not a house), the Land Acquisition and Compensation Council had made a supplementary record later and the provincial departments had approved it, but because the money had not been transferred, it had not been paid yet. As for the house in Xoc Hoc village, the Land Acquisition and Compensation Council had made a record and applied the correct price according to State regulations. After the inspection delegation explained, she agreed to sign the record and did not complain anymore.

Based on the inspection and review, the Chairman of the People's Committee of Quy Chau district directed the Land Acquisition Council of the Tan Xuan - Chau Thon road section through Quy Chau district to pay the full amount of the underpriced price to Mr. Vang Van Xuan and pay the compensation for the recovered land in Na No village to Ms. Luong Thi Phuong, at the same time, assigned the Land Acquisition Council to organize the clearance according to the documents that have been paid compensation.
