The abutments and piers are built of rubble, the bridge railing is prefabricated reinforced concrete. The operating load across the bridge is 13 tons. Up to now, the bridge is seriously damaged. In the bridge status report by the Infrastructure Department, Department of Transport, it is clearly stated that: Currently, both abutments are cracked, the mortar is peeling off at the foot, the wing walls are tilted. Due to weak piers, they were reinforced with a steel frame, but currently the steel frame and steel girder are also rusted and damaged; the prefabricated reinforced concrete bridge deck is also locally cracked, and has shifted position; The concrete curb is cracked and leaning outwards; the bridge railing is cracked and unstable; the roads at both ends of the bridge are cracked, warped and sunken.

In addition, the bridge is located at a sharp curve, the road center is narrow while the bridge surface has degraded and subsided, so it is not safe. This route is a place for people from neighboring communes (Son Thanh commune, Yen Thanh district; Nghi Van, Nghi My, Nghi Lam, Nghi Phuong communes, Nghi Loc district) to travel, so the traffic volume is quite high. Students from Nghi Loc 2 High School and Nghi Loc 5 High School pass through this road every day. In particular, recently there has been a situation of oversized and overloaded vehicles running through to avoid the weighing station on National Highway 1A, further increasing the risk of the bridge collapsing.

Nghi Van commune authorities said that there have been more than 5 traffic accidents here, killing 2 people, caused by the degraded bridge.

Faced with this situation, Nghe An Department of Transport has assigned the unit directly managing the route to organize guard duty, inspect the installation of warning signs, temporarily reinforce the bridge deck structure to ensure traffic, and promptly reduce the allowable load on the bridge. In May 2014, Nghe An Department of Transport sent a report on the bridge's condition to the Provincial People's Committee and relevant agencies, proposing permission to invest in the construction of a new bridge with permanent reinforced concrete to replace the old bridge.

On May 27, 2014, the Provincial People's Committee issued Document 3495, agreeing in principle to assign the Department of Transport to be the investor to establish a new construction project for this project, with an estimated cost of 7 billion VND. Mr. Vuong Dinh Nhuan, Director of the Department of Transport Economic Career Capital Project Management Board, said: Building a new bridge to replace the old Nghi Van 1 bridge is an urgent project. However, after more than 1 year, the project has not been able to be implemented due to difficulties in funding. The immediate solution to ensure the safety of the project and traffic safety, the board has only stopped at placing restriction signs.

On April 16, 2015, Nghe An Electronic Newspaper reported: The Thai Hoa Town Belt Road connecting National Highway 48 through Nghia Thuan, Nghia Long, and Nghia Hoa communes has been paved for more than a year, but now the road through Nam Cat hamlet, Nghia Long commune is increasingly seriously degraded, with many potholes. Cars and motorbikes passing through this section of road must drive on the side of the road or struggle to get past one side of the pothole, which is unsafe.

After the report, the People's Committee of Thai Hoa Town inspected and handled the request for the Town Project Management Board and the contractor to repair and upgrade the degraded road section mentioned above to ensure traffic safety for people and vehicles. This work has contributed to facilitating economic development and ensuring traffic safety. However, up to now, after many months of implementation, in addition to many degraded road sections that have been repaired and repaired, there are still many sections on the Thai Hoa Town belt road passing through Nam Cat hamlet, Nghia Long commune that are still under construction, causing many difficulties for travelers and potential traffic accidents.

We hope that the authorities will pay attention, thoroughly direct, and soon complete the repair of the belt road sections of Thai Hoa Town to contribute to socio-economic development and ensure traffic safety.

* Concerns about power grid insecurity

Some households in Team 5, Quynh 2 village, Chau Binh commune, Quy Chau district are very worried about their lives and property because the 110 kV power line passes through the area where they live.

Mr. Tran Van Dong, a resident of Team 5, Quynh 2 village, said: His family built a house in 1987, and in 2006, a 110 kV power line was installed, running through the roof, 8-10 meters above the ground. Recently, Mr. Dong was electrocuted while standing in front of the kitchen door. The pigs in the pen were also electrocuted to death. After the electrocution incident, his family reported it to local officials and the village management board.

A few months ago, a truck of Company 36 was constructing a drainage canal near Mr. Dong's house. While dumping soil, it was electrified by a 110 kV power line and its tire exploded. Fortunately, there were no casualties.

The 110kV power line passing through Team 5, Quynh 2 village, threatens the safety of life and causes property damage. People have filed a petition but the district electricity agency has given a verbal response: "The 110kV power line was built before people built their houses." After two incidents of electric shock from the 110kV power line, people are very worried.

Compared with the Decree detailing the implementation of the Electricity Law on electrical safety No. 14/2004/ND-CP dated February 26, 2014, in Article 9, Section d, Clause 2, it is stated: The distance from the lowest point of the power line in the maximum sag state to the ground is not less than: for 110 KV voltage is 15m. Also in Article 13, Clause 3 of the above decree is stated: The distance from any part of a house or construction work to the nearest power line when the line is in the maximum sag state is not less than the regulation: For 110 KV power line is 4m. According to observation, at the location where the 110 kV power line discharges causing a power line incident, the power line is only about 8m from the ground, at the location where the line is in maximum sag, it is only 6 to 6.5m from the ground. At the location near Mr. Tran Van Dong's house, some of the power lines were broken, only 2 meters from the wall of Mr. Dong's family's cow and pig barn.

To ensure the safety of people's lives and property where the 110 kV line passes through, including the section passing through the residential area of ​​Team 5, Quynh 2 village, Chau Binh commune, the Electricity sector is requested to inspect the quality of the line and the safety range of the power grid.
