(Baonghean.vn) - The 7th session of the Vinh City People's Council, term XX, 2011 - 2016, through the City Fatherland Front and its members, voters and people of the city proposed many issues in the fields of Economy - Society, National Defense - Security under the authority of the city's levels and sectors.
+ Regarding the economy and job creation, voters suggested that the City People's Committee have more effective solutions in agricultural economics and support for farmers. In the past, although the city has had many projects to support agricultural production, the effectiveness has not been high. For example, the project on safe vegetable production and consumption has only supported investment in greenhouses, while electricity, water, and traffic infrastructure have not been invested; support for seeds is still limited. Two flower and ornamental plant craft villages in Nghi An have not received any support from the city to make people feel secure in developing the craft village. Voters also said that agricultural land in the wards and communes of Dong Vinh, Nghi An, Nghi Kim, Nghi Lien, Nghi Duc, Hung Chinh, Hung Dong... is still large and the mainstay of these localities is still agricultural production. However, production is currently facing great difficulties due to high production costs, low productivity, and low product value, so many farmers have abandoned their land and are not focusing on investing in production. Therefore, we request the City People's Committee to provide support solutions.
+ Regarding land, urban areas, and construction, voters requested the city government to continue to speed up the progress of granting new and changing land use right certificates, especially in communes newly merged into the city. Pay attention to directing and have a resolute attitude in recovering projects that have been granted land for many years but have not been implemented, wasting resources and losing revenue, causing resentment among the people. Strengthen management and supervision of the progress of urban area projects, some projects are being implemented too slowly, some projects have completed apartment buildings, divided plots for sale, and people have moved in but have not built playgrounds or cultural houses, making it difficult for the community to live.

In addition, voters also recommended that the city direct functional agencies and wards and communes to focus more drastically and regularly on ensuring urban order. The implementation of Directive 05 of the Standing Committee of the City Party Committee and the plan of the City People's Committee on ensuring urban order was carried out vigorously when launched, but the maintenance after clearance was not strict, the situation of encroachment on the roadway and sidewalk for business, services, and market holdings still occurred commonly, such as Quan Lau, Kenh Bac, Nghi Phu, Ben Thuy, Hung Dung markets; coffee shops, restaurants, etc.
It is recommended that the city and Ha Huy Tap ward should relocate businesses in the Nguyen Sy Sach street area to Phong Toan market, ending the situation of market meetings on the sidewalk or recommending the Provincial People's Committee to revoke the project of Thien Tai company because it has not been implemented for many years to move businesses in as before. It is recommended that the city review and allocate funds to relocate electric poles on completed roads to ensure traffic safety and urban aesthetics. Construction projects with power lines passing through need to allocate funds to relocate when implementing that project.
+ Regarding electricity, water, and environmental sanitation, voters suggested that the city recommend Nghe An Electricity Company to help people in Nghi Kim, Nghi Phu, Hung Chinh, Nghi Duc communes... use electricity from Vinh Electricity Company, improve the quality of electricity, because the electricity infrastructure of Cua Lo, Hung Nguyen, Nghi Loc is not guaranteed, causing difficulties for people in production, business, and daily life. Pay attention to ensuring that domestic water has the right quality and price according to regulations in residential areas of Nghi Kim commune and Vinh Tan ward. Strengthen inspection and strictly handle environmental pollution in industrial parks, breweries, and hospitals in the area.
+ Regarding culture - society, education, voters suggested that the city government and ward and commune levels need to have effective solutions to manage the situation of classified ads, advertising without licenses, advertising with incorrect licenses; the situation of some art performance groups advertising with loud sounds causing noise, distributing leaflets that dirty the streets; collecting parking fees in violation of regulations. Strengthen management of business activities of dance halls, karaoke bars, internet services, etc., to ensure security and order and prevent social evils.
Propose that the City People's Committee develop a project to submit to the Provincial People's Committee a separate mechanism for the city on school fees to ensure adequate compensation for school expenses and avoid abuse of illegal fees. Review to have investment in building facilities, adding more classrooms for primary and preschool schools to meet demand, avoiding overload at these two levels.
+ Regarding administrative reform and policy implementation, voters requested the city government to direct specialized departments and wards and communes to strengthen the handling of complaints and denunciations from citizens, especially coordination in handling some complicated and long-standing cases. At the same time, there should be strict measures to handle heads of departments and Chairmen of People's Committees of wards and communes who do not strictly comply with the handling of complaints.
Voters also requested the City People's Committee to recommend the Provincial People's Committee and the Department of Home Affairs to provide guidance on the process, procedures, and decentralization of recognition of special associations and policies for special associations at the district, city, town, ward, and commune levels according to Decision No. 30 of the Prime Minister and some policies for block and hamlet officials are too low.
