Voters' opinions at the 8th Session, Vinh City People's Council, 20th term
(Baonghean) - Completing the traffic signal system, pollution from medical waste... are the opinions sent by voters to the 20th Vinh City People's Council Session.
More traffic signal clusters are needed.
Mr. Cao Tat Nghi - Block 9, Ben Thuy Ward, suggested: Since mid-2013, Phong Dinh - Cang road has been extended to Nguyen Du road, creating favorable conditions for people to travel. However, the road has been completed for quite a while, but we currently see many shortcomings. That is, the corridor system has not been completed, leading to difficulties in traveling for people, especially pedestrians. In addition, this is an area with a large concentration of students from Vinh University, and is the main route for transporting sand and coal from Ben Thuy Port, so trucks and vehicles carrying heavy materials travel a lot. However, there is no traffic light system here. This makes traveling here very chaotic.
Mr. Tran Quoc Viet - My Hau hamlet, Hung Dong commune, Vinh city: We, the people, live in fear because every day at the Dang Thai Mai - Nguyen Truong To intersection, there are collisions. Like last June, a 56-seat tourist car, while avoiding two people coming from Nguyen Truong To street, crashed straight into the house of Mr. Nam and Ms. Phuong, collapsing two corrugated iron roofs, a fence, and a gate. Then there was the case of a mother and her son who, while avoiding a car, fell into a hole and had to be taken to the emergency room... Furthermore, in my opinion, this route is currently the main route for the Cua Lo - Nam Dan tourist tour. Therefore, the number of vehicles passing through is increasing, especially in the summer. However, the drivers are often strangers to the road, seeing a wide, flat road, they speed up without anticipating the dangers on both sides of the road. Therefore, there needs to be a traffic light system to limit the speed of drivers and ensure the safety of people living on both sides of the road.

Pollution from medical waste
Before the 8th session of the Vinh City People's Council, term XX, there were some opinions from voters reflecting the situation of hospitals in the area causing environmental pollution, specifically Thai An General Hospital and Vinh City General Hospital. Accordingly: Pollution caused by Thai An General Hospital is the wastewater discharge system, while at Vinh City General Hospital is the incinerator system.
Ms. Nguyen Thi Dan, Head of Residential Group No. 3, Block 12, Doi Cung Ward, reported: “For the past few years, the area west of Block 12 has been heavily polluted, especially during the rainy season. Rainwater combined with wastewater from Vinh City's sewers and wastewater from the laundry room of Thai An General Hospital has flooded the entire neighborhood, spilling into people's yards. The rising water gives off a foul smell, making people extremely worried about their health”…
Sharing the same opinion with Ms. Dan, Mr. Tran Nam Trung, 74 years old, voter of block 12, Doi Cung ward, stated: If considered fairly, the hospital's wastewater is only a part of the pollution, because this is the city's common wastewater channel. "It is worth mentioning that this wastewater channel has not been built yet, and is open-air. During the dry season, the wastewater from this wastewater channel smells throughout the residential area. In addition, the wastewater discharged directly from the hospital has created great concern for the people. We recommend that the Vinh City People's Committee invest in building a covered section of this wastewater channel, clear the channel to drain into the river, and prevent wastewater from forming a stagnant lake in the area behind Thai An General Hospital, next to the railway as it is now. The hospital needs to build a wastewater treatment system and not discharge directly into the channel."
Mr. Tran Quoc Khanh, Secretary of Party Cell 10, Hong Son Ward, suggested: “The environmental pollution caused by Vinh City General Hospital has been reported by voters many times in meetings and has also received feedback from authorities many times. However, we still perceive that in the rainy season, burning medical waste, although there is no smoke, still causes odor. In addition to checking and monitoring indicators, inspection teams need the participation of the people to enhance the role of supervision as well as criticism. In the long term, Vinh City and the province need to bring medical waste from hospitals to a centralized treatment area, far from residential areas.”
Discussing this issue, Dr. Nguyen Hong Truong, Deputy Director of Vinh City General Hospital, said: “The opinions reflected by voters are not accurate. The hospital's current incinerator system has been invested from government bonds, according to the standards prescribed by the Ministry of Science and Technology. In addition, the hospital has invested in high chimneys so as not to affect residential areas. The hospital is burning medical waste every two days, ensuring that no smoke spreads around. The wastewater system is closed, not leaking into the environment. Every three months, the authorities conduct monitoring once, and all environmental factors are concluded to be guaranteed.”
