When following the content presented by the leaders of the Provincial People's Committee summarizing the resolution of voters' petitions, I was very excited because the issues voters were concerned about and reflected on had basically been handled by all levels and sectors. Sharing the same concern with Mr. Trung, Mr. Nguyen Van Canh in Hamlet 15, Dien Yen Commune, Dien Chau District, is concerned about the results of handling pesticide residue points. Mr. Canh said: the hamlet has submitted reports to all levels and sectors many times, but there has been no action even though the sectors of Dien Chau District have once responded to the people in the hamlet about the treatment plan. The commune can only handle the situation by digging ditches to lead water from the warehouse to the drainage system to avoid rainwater contaminated with pesticides flowing into people's fields. If we want to handle the situation thoroughly, we need the participation of specialized sectors and the commune has submitted reports to higher levels on this issue. We are waiting for the conclusion on overcoming the environmental pollution situation of the Provincial People's Committee.

Regarding the response of the Provincial People's Committee to the proposal to support upgrading the current power station and adding a new power station to improve the weak power situation of voters of two communes of Hung Yen Bac and Hung Yen Nam (Hung Nguyen district) requesting support, Mr. Nguyen Van Hien (voter of Hung Yen Nam commune) expressed: "Hung Yen Nam commune has handed over the power grid to Nghi Loc power branch since 2009, currently except for the main line sponsored by Vietnam Electric Cable Corporation with a capital of 1 billion 450 million VND, which is stable, the other power lines are very weak, unstable, sometimes even the light bulbs are not really bright, the power stations have degraded, the poles and wires are too old, affecting people's lives. Recently, the commune has also been informed by Nghi Loc power branch that it will be invested in upgrading 2 power stations from the loan capital of the German Reconstruction Bank. However, according to the schedule in November 2012, the land will be cleared, but so far there has been no movement.`Request Nghe An Electricity Company, Nghi Loc Electricity Branch will soon deploy to ensure the rights of the people. On the other hand, currently in the area, there is also Dong Yen Power Station providing electricity to 7 hamlets mainly inhabited by Catholics, which has also been severely degraded and damaged. We hope that relevant levels and sectors will invest in repairing and upgrading to stabilize people's lives..."

Regarding the voters' proposal that the examination for commune-level civil servants must be reserved for local people. The Party and the State have a policy of nomination for ethnic minority children, but in the recruitment of commune-level civil servants in mountainous and ethnic minority areas, the examination policy is still applied. The province needs to have specific and reasonable regulations on selection to create conditions for children to work locally. Mr. Pham Huy Duc (voter of Hung Binh ward, Vinh city) said that "The Provincial People's Committee is completely correct when it answered "students who are selected after graduation and wish to work in the above districts (ie 5 highland districts) will be considered for recruitment according to regulations; if they register for recruitment in localities other than the above 5 districts (ie 5 highland districts), they must go through the form of recruitment exam and enjoy preferential regimes on bonus points as prescribed by the regulations" is completely reasonable. However, in my opinion, if the recruitment of commune-level civil servants by the form of recruitment without examination was revised and expanded to all highland communes in the whole province, it would be more reasonable and fair.


The issue of post-resettlement of Ban Ve Hydropower Plant is a hot issue that is receiving public attention. Following the summary and explanation, voter Lo Thai Hoan - Secretary of Lap village, Ngoc Lam commune (Thanh Chuong) agreed with the contents related to the settlement of regimes and policies for cadres and civil servants; the issue of stabilizing the lives of cadres and people in the Ban Ve Hydropower Plant reservoir area in Thanh Chuong district. However, voters suggested that there should be a mechanism to monitor the Investor and relevant agencies to quickly resolve the encroachment of resettlement land by previous households and hand it over to households that are still lacking; hand over rice fields and pay support for rice field reclamation to the people. Voters also suggested that it is necessary to pay attention to investing in medical equipment for commune stations in resettlement communes to create conditions for medical examination and treatment for people; support short-term crop varieties for people, support for repairing degraded resettlement houses, etc.
