Yen Thanh: Caught red-handed a subject taking advantage of the KNTC petition to blackmail
(Baonghean.vn)- At 11:45 a.m. on July 31, at the "Cu Teo Snack" shop in Block 1 of Yen Thanh Town, Yen Thanh District Police caught Phan Doan Nghia (born in 1949), residing in Tran Phu Hamlet, Yen Thanh Town, red-handed, threatening Mr. Hoang Van Trong - Director of Yen Thanh Land Use Rights Registration Office - through a complaint to appropriate citizen property. The seized evidence included 20 million VND and a pre-established agreement.

On November 25, 2012, Phan Doan Nghia called Mr. Hoang Van Trong and bargained that if he wanted to stop the lawsuit, he would have to pay 10 million VND, but Mr. Trong did not accept. Since then, Phan Doan Nghia has gathered and persuaded a number of people in the neighborhood to file a complaint to a higher level, including sending it to a number of central and local press agencies.
Although the competent authorities have intervened to resolve the issue, and on May 8, 2015, the People's Committee of Nghe An province issued Official Letter No. 2804/UBND-KT regarding the review and resolution of citizens' petitions. However, Phan Doan Nghia still did not accept the official letter of the People's Committee of the province and frequently called the district and provincial leaders, causing trouble during working hours.

From 8:58 a.m. on July 30 to 7:05 a.m. on July 31, Phan Doan Nghia used his mobile phone to call Mr. Trong 4 times, requesting him to pay the full amount of 20 million VND. The location to receive the money would be announced later and the information would not be disclosed. If Mr. Trong accepted, he would stop filing the lawsuit.

While receiving the requested amount of money, Phan Doan Nghia was caught red-handed by Yen Thanh police along with all the evidence, in front of representatives of the district People's Procuracy and many people present at the scene.
On the afternoon of July 31, Yen Thanh police decided to temporarily detain Phan Doan Nghia to continue investigating and expanding the case.
