Yen Thanh: Effective model of secretary and hamlet chief

Coming to My Thanh (Yen Thanh) to learn about the actual operation of the model of secretary and hamlet chief, we were confirmed by comrade Nguyen Dinh Toan - Permanent Deputy Secretary of the Party Committee of My Thanh commune: "My Thanh commune has 7 hamlets implementing the model of secretary and hamlet chief and in all 7 hamlets, the movements are very developed, the cadres are united, and the people are in agreement".



The introduction of new varieties into agricultural production has been actively responded to by the people of Hamlet 9, My Thanh Commune.

Coming to the residential area of ​​hamlet 9, we met Mr. Nguyen Huu Chuong, who is the secretary and hamlet chief. He shared: "No matter what role you are in, you have to strive to complete your work well, but when you are assigned to be the secretary and hamlet chief, the work is much more favorable. The regime and income are increased 1.5 times compared to not holding the position concurrently, which is also a source of encouragement to work." After learning, we learned that the first advantage is that the direction, implementation and organization of political tasks are very unified, focused, close and accurate, because there is only one leader, directing from beginning to end, from the issuance of the resolution to the implementation (to avoid the situation where the hamlet chief is not a party member, so the reception and implementation of policies and resolutions are not complete). Second, it shortens the time, limits meetings, and asks for consensus between the secretary and the hamlet chief, between the Party cell and the hamlet executive committee.

For example, after receiving the implementation of the summer-autumn production project in the commune, it only needs to be implemented in the Party cell, then to the people, without having to hold a meeting with the hamlet chief. Or the mobilization of people to build rural roads, after reaching an agreement in the Party cell, then directly direct and publicly democratically among the people. If the two positions of secretary and hamlet chief are held by two people, then when the secretary wants to implement a policy or resolution, it must go through the hamlet chief, then the hamlet chief must hold a meeting with the people to ask for the people's opinions and agree. And vice versa, when the hamlet chief wants to implement any content, he must go through and ask for the opinions of the secretary, Party cell, and party cell before implementing it.

It can be said that, thanks to the centralization and high unity in leadership, direction, deployment and organization, the movements in Hamlet 9 have developed quite comprehensively, from the movement to build basically closed concrete rural traffic to developing production, with an average income per capita reaching 1.1 million VND/month. The Hamlet is ranked as an excellent one in local movements and was recognized as a Cultural Unit in 2006.

Studying the reality of the model of secretary and hamlet chief in My Thanh, Phuc Thanh, Ly Thanh, and Lien Thanh communes, we noted the positive effects that the model brings. That is, it concentrates power for more centralized leadership; the apparatus structure is both compact and effective, promoting better efficiency and effectiveness due to limiting 1 position and avoiding overlap in leadership and direction of the Party Committee and management of the hamlet-level government; improving and increasing income for hamlet cadres (because 50% of the allowance for the hamlet chief position is transferred to pay for the secretary and hamlet chief and the remaining 50% is transferred to pay for the position of deputy hamlet chief and head of the Farmers' Association, or concurrently a police officer, or agricultural extension worker)...

However, the current problem is that Yen Thanh district has a total of 492 hamlets/39 communes and towns, but only 24 hamlets in Phuc Thanh commune (14 hamlets), My Thanh (7 hamlets), Lien Thanh (1 hamlet), Ly Thanh (1 hamlet) have implemented this part-time model. The main reason is that it is difficult to select cadres who meet the requirements; if the right person is chosen who is responsible, capable, enthusiastic and prestigious, the work will go smoothly, the movements in the hamlets will be completed excellently, otherwise there will be congestion and stagnation.

Comrade Phan Van Tan - Secretary of Yen Thanh District Party Committee said: "The practical operation of the secretary cum hamlet chief in Yen Thanh in recent times has proven its advantages. Currently, we are focusing on administrative reform, streamlining the apparatus, improving the quality of cadres at all levels, so implementing this concurrent model is in line with the development trend. Yen Thanh District Party Committee is organizing a review of positions from district to commune and hamlet, on that basis to consider, arrange and reassign suitable positions, and at the same time replicate the model of secretary cum hamlet chief throughout the district.
