Yen Thanh: The 6 billion VND upgraded reservoir has not been able to store water for more than 4 years.

Ho Mon reservoir in Thinh Thanh commune, Yen Thanh district has been degraded for a long time, unable to store water, the dam body is weak and at risk of breaking during the flood season.

Faced with that reality, the reservoir was upgraded and repaired by Yen Thanh and put into use in 2014, with a total investment value of over 6 billion VND (Yen Thanh District People's Committee as the investor, Song Lam Investment and Trade Joint Stock Company in Hanoi as the construction).

According to the design, Ho Mon reservoir will be upgraded, repaired, the dam body and upstream slope of the stone embankment will be rebuilt, the culvert and spillway will be rebuilt, etc. However, as soon as it was put into use in 2014, it could not store water because the dam body and culvert were leaking.

Mr. Nguyen Dinh Phong - Chairman of the People's Committee of Thinh Thanh Commune said that the commune has repeatedly sent petitions to the People's Committee of Yen Thanh District requesting the construction unit to fix the leak. And in 2015, the construction unit fixed the leak but only the bottom of the dam. During the rainy season, the upper half of the dam and the culvert still leaked water, not ensuring irrigation for nearly 10 hectares of rice and providing domestic water for over 200 households in Trung Thinh and Do Thinh hamlets, Thinh Thanh Commune.

At this time, observing at the Ho Mon reservoir water intake sluice operator's house, it was seen that although 2 water valves had been closed, water still overflowed through the operator's house. Some local people said that the reservoir is currently at about 30% capacity, but in the hot season it will certainly be very difficult.

The representative of the Yen Thanh District Project Management Board shared: After the establishment of the Yen Thanh District Project Management Board, since 2016 we have been assigned to manage the Ho Mon reservoir to take remedial measures. Through inspection, during the rainy season at the Ho Mon reservoir, it was found that there was a very complicated water leak along the dam body, at the location of the culvert, water was leaking around.

Because the requirements have not been met, we have not yet accepted the work. The People's Committee of Yen Thanh district and the district's Construction Management Board have repeatedly requested Song Lam Investment and Trade Joint Stock Company, the contractor, to come back to fix the problem, but this unit has not complied.

According to the representative of Yen Thanh District Project Management Board, the current solution is to fill the upstream roof with clay and dig the culvert again to accumulate water and ensure dam safety.

Preparing to enter the dry season, local people and authorities are very worried about the lack of water for production, so they request that the relevant authorities investigate and clarify the incident, and request the construction unit to urgently fix the problem.
