Yen Thanh: Increasing the effectiveness and efficiency of Party building work

(Baonghean) - After 2 years of implementing the resolutions of the 26th Party Congress, term 2015 - 2020, Yen Thanh district has achieved many positive results.

Nghe An Newspaper had an interview with comrade Nguyen Van De - Member of the Provincial Party Committee, Secretary of Yen Thanh District Party Committee on continuing to promote the achieved results and increasing the effectiveness and efficiency of Party building work.

PV:Could you please tell us some of the outstanding results in Party building work in 2017 that the district has achieved?

Comrade Nguyen Van De:Despite many difficulties, in 2017, on the basis of promoting favorable factors and overcoming difficulties and challenges, the District Party Executive Committee effectively led and directed the implementation of tasks in all fields and achieved many important results.

In particular, we focus on 4 areas: Ideological work, staff organization, inspection and supervision, and mass mobilization work.

For example, regarding the work of organization and cadres, the district urged the serious implementation of the review in the spirit of the Resolution of the 4th Central Committee (12th tenure) on strengthening the Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; at the same time, inspecting and urging the correction and overcoming of limitations and shortcomings pointed out after the review; Actively implementing Project No. 01 - DA/TU dated August 10, 2016; Project 5155- DA/TU dated February 8, 2014 of the Provincial Party Committee; Developing a project on job positions for cadres and civil servants of Party agencies, the Fatherland Front, and district-level mass organizations; directing the establishment of 4 Party cells in non-state enterprises; consolidating 1 hamlet at risk of no longer having a Party cell, admitting 12 Party members under Project 01-DA/TU.

The focus of personnel organization work is to plan, train, and foster, combined with performance evaluation to improve the quality of operations, create a source of key personnel, and perfect the apparatus, combined with effective streamlining of staff.

At the same time, implementing the inspection and supervision program of Party committees and Inspection Commissions, in 2017, Party committees at all levels organized inspections of 165 Party organizations and 495 Party members; through inspections, 20 organizations and 27 Party members were found to have violated and failed to perform the inspected contents well, but not to the extent that disciplinary action was required.

Party committees at all levels also supervised 296 organizations and 297 party members, discovered and referred 28 organizations and 45 party members for inspection for signs of violations. The Inspection Committees at 2 levels inspected 45 organizations and 125 party members with signs of violations, concluded that 28 organizations and 45 party members had violated, and disciplined 24 party members.

The District Party Committee's Inspection Commission focuses on monitoring and urging competent agencies to resolve complaints and denunciations in accordance with regulations and not let them drag on.

Inspection and supervision work has truly contributed to ensuring that the Party's guidelines, policies and laws of the State are seriously implemented; contributing to preventing, detecting, handling and promptly correcting violations; and strictly maintaining Party discipline.

PV:Carrying out ideological and mass mobilization work well contributes significantly to helping Party committees and authorities at all levels fulfill their set goals and tasks. So how has Yen Thanh district implemented these tasks, comrade?

Comrade Nguyen Van De:The District Party Committee, with the core being the Propaganda Department, has taken the lead in implementing many effective measures such as regularly maintaining "Ideology Days"; shifting from "listening to resolutions" to "learning resolutions" with many specific ways of communicating, absorbing content and implementation, and applying them to practical work; focusing on improving the quality of activities of Party cells, Youth Union branches, and Association branches; strengthening training and fostering the team of reporters, improving the quality of internal newsletters, etc.

From there, enhance the effectiveness of grasping, handling, orienting ideology, public opinion, creating unity within the Party and consensus among the people; focus on propagating political policies and tasks in the district such as new rural construction, key projects, plans, socio-economic development projects, celebrating the 180th anniversary of Yen Thanh district's establishment...

Strengthen propaganda to combat and refute false and hostile information and viewpoints in the ideological and cultural fields...

The District Party Committee's Propaganda Department presided over and coordinated with the Department of Education and Training to open a training course for nearly 4,000 cadres, teachers, and employees in the education sector. Regarding mass mobilization work, we focus on building a skillful mass mobilization movement, thereby grasping the thoughts and aspirations of all classes of people and advising the Party Committee and government to lead and direct the timely and effective resolution of arising incidents.

Through "skillful mass mobilization" to build economic development models, socio-cultural models at the grassroots level, practically serving the interests of the people, creating people's trust in the leadership of the Party Committee and the government. In addition, pay attention to the work of mass mobilization of the government and the implementation of grassroots democracy regulations...

PV:To promote the achievements, what goals and solutions does the district set for implementing the tasks next year?

Comrade Nguyen Van De:The Standing Committee of the District Party Committee has set out 13 specific tasks and solutions to complete the set plan. In addition to continuing to focus on implementing the goals and targets for socio-economic development, we continue to promote the implementation of Directive 05 on studying and following the ideology, morality and lifestyle of Ho Chi Minh in conjunction with Resolution 4 of the Central Committee (XII) on Party building and rectification; build and effectively implement the action program to implement Resolution No. 18 of the Central Committee, term XII, on "a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

At the same time, continue to improve the quality and effectiveness of inspections and supervisions. Strengthen the Party's leadership over mass mobilization work in the new situation. Promote the role of the Fatherland Front in gathering and building national solidarity.

Effectively implement regulations on supervision, social criticism, participation in Party building and government building. Further enhance the effectiveness and efficiency of the government apparatus from district to grassroots in all areas. Promote administrative reform, strictly maintain discipline, improve public ethics for officials and civil servants.

Continue to synchronously implement solutions in the management and operation of government work at all levels. Strengthen close monitoring, help the grassroots remove difficulties and obstacles, at the same time promote the proactiveness, positivity and creativity of each locality and unit, contributing to the successful implementation of the assigned political tasks.

In 2018, the third year of implementing the resolution of the District Party Congress, we will focus on leading and directing the improvement of the leadership capacity and fighting strength of grassroots party organizations. Because through practical work, it has been shown that only when grassroots party organizations are strong can they lead and implement well the Party's guidelines and policies and the State's laws, helping to comprehensively lead and direct all areas of social life, ensure national defense and security and increase the effectiveness and efficiency of the government apparatus.
