We demand that Ha An M&E Company return the more than 1-hectare plot of land it is currently occupying in the Nam Cam Industrial Park.
The Management Board of the Southeast Economic Zone has recently issued a document requesting Ha An M&E Investment and Development Joint Stock Company to remove the vehicle display and storage area currently occupied in the Nam Cam Industrial Park, located in Trung Loc commune.
Ha An M&E Investment and Development Joint Stock Company is the investor of the Project to build a Motor Vehicle Inspection Center and a warehouse system for storing goods.
In this document, the Management Board of the Southeast Economic Zone requests Ha An M&E Investment and Development Joint Stock Company to urgently cease all activities related to the gathering and display of automobiles and to dismantle and relocate motor vehicles and temporary structures built on an area of approximately 1.01 hectares to facilitate the construction of a local connection point from the Project to National Highway 1A.
The Management Board of the Southeast Economic Zone determined that: Because this land area does not fall within the scope of the Investment Project for the construction of a Motor Vehicle Inspection Center and a system of warehouses for goods storage, which the Management Board of the Southeast Economic Zone leased to Ha An M&E Investment and Development Joint Stock Company under Decision No. 74/QD-KKT dated April 14, 2016; and signed land lease agreement No. 05/HDTD-KKT dated April 15, 2016.
The Southeast Economic Zone Management Board requests that Ha An M&E Investment and Development Joint Stock Company be responsible for reporting the results of dismantling, relocating, and restoring the land area outside the boundary, adjacent to the eastern side of the Project land as mentioned above, to the Southeast Economic Zone Management Board and the People's Committee of Trung Loc Commune before December 20, 2025.
At the same time, the Southeast Economic Zone Management Board requested Ha An M&E Investment and Development Joint Stock Company to invest in and construct the Motor Vehicle Inspection Center and warehouse system for goods storage and business services in accordance with the investment objectives and scale; in accordance with the planning, design, and construction permit that have been appraised and licensed by competent authorities, and to put the project into operation ensuring the progress of land use.
Also in Document No. 2410/KKT-XDMT, the Management Board of the Southeast Economic Zone affirmed that it will preside over and coordinate with relevant functional agencies to inspect the implementation by Ha An M&E Investment and Development Joint Stock Company before December 25, 2025.

The incident began with a petition from the North Central Vietnam Glove Manufacturing Joint Stock Company sent to the Nghe An Newspaper and Radio and Television Station. In the petition, the North Central Vietnam Glove Manufacturing Joint Stock Company reported the obstruction of the 24-meter planned road in Zone A – Nam Cam Industrial Park (due to being occupied by Ha An M&E Investment and Development Joint Stock Company), resulting in no access to carry out construction work for the Protective Work Glove Manufacturing Plant Project.
On-site verification at Zone A – Nam Cam Industrial Park by reporters from Nghe An Newspaper and Radio and Television shows that the request of Bac Trung Bo Glove Manufacturing Joint Stock Company is well-founded.
Because roads, including those within industrial zones, are public works, the Nghe An Newspaper and Radio and Television Station, in their articles, requested the Management Board of the Southeast Economic Zone to conduct inspections and resolve obstacles so that the Protective Gloves Manufacturing Plant Project of the North Central Vietnam Glove Manufacturing Joint Stock Company can be implemented.
