Quickly clear the traffic jam on the 24m planned road, Nam Cam Industrial Park

Because the 24m planned road in Area A - Nam Cam Industrial Park is blocked, there is no entrance to implement the project of Labor Protective Gloves Factory, so the investor, North Central Gloves Manufacturing Joint Stock Company, has sent a petition to the Provincial People's Committee.

BUSINESS URGENT PETITION

On October 16, 2025, the Provincial People's Committee issued Document No. 11053/UBND-TD assigning the Southeast Economic Zone Management Board to consider and handle the proposal of the North Central Glove Manufacturing Joint Stock Company on opening the way to implement the Labor Protective Glove Factory Project in Nam Cam Industrial Park.

Document No. 68/BTB dated October 8, 2025, accordingly, the company was assigned to implement the project at lot CN10-6 and CN10-8, area A - Nam Cam Industrial Park (former Nghi Loc district, now Trung Loc commune). However, during the implementation process, the enterprise encountered difficulties due to "no road access to the project land". From March 17 to September 25, 2025, the company sent 4 documents to the Management Board of the Southeast Economic Zone requesting guidance on procedures for leveling the ground and opening traffic roads, but has not received any response. Currently, the road leading to the land is still encroached and illegally used.

According to the petition, the construction planning shows that the project land is adjacent to a planned 24m wide road. However, this road section is currently being used for renting and displaying trucks and containers, causing congestion, making it impossible for the enterprise to carry out the leveling and construction of project items.

Ms. Nguyen Thi Vui - Deputy Director of North Central Glove Manufacturing Joint Stock Company said that in May 2025, the company received a document instructing the Southeast Economic Zone Management Board on opening a traffic route for the project. This document clearly stated a number of difficulties and problems due to the 24m planned road section through the project land not being completed, at the same time, requested the company to coordinate with Ha An M&E Investment and Development Joint Stock Company to agree on the shared use of the connection point to National Highway 1A. Based on the board's instructions, the company sent a document to Ha An M&E Investment and Development Joint Stock Company. However, it did not receive a response. After many contacts, Ha An M&E Investment and Development Joint Stock Company sent a representative to work. At this time, the North Central Glove Manufacturing Joint Stock Company investigated and learned that the 24m planned road adjacent to the land of Ha An M&E Investment and Development Joint Stock Company and the connecting section of the 24m planned road with National Highway 1A was invested by this enterprise. Therefore, when the representative of Ha An M&E Investment and Development Joint Stock Company requested a commitment not to damage the road during use and to deposit a road maintenance deposit, the North Central Glove Manufacturing Joint Stock Company agreed. However, after that, Ha An M&E Investment and Development Joint Stock Company did not provide instructions on depositing a road maintenance deposit, nor did it clear the occupation of the 24m planned road.

According to Ms. Vui, according to the Investment Registration Certificate, the Labor Protective Gloves Factory Project must be completed by January 2026; The project's construction permit will also expire on November 20, 2025. Faced with this reality, the company had to submit a written request to the Provincial People's Committee to inspect and remove obstacles. Ms. Nguyen Thi Vui said: "On October 14, 2025, the company received an invitation from the Southeast Economic Zone Management Board announcing that a meeting with relevant parties would be held on the afternoon of October 16, 2025 to resolve the issue. However, on October 16, 2025, the company received a notice of postponement. Therefore, the company had to submit an urgent written request, requesting the Southeast Economic Zone Management Board to acknowledge the reasons for the project not being implemented on schedule; at the same time, arrange working time and resolve the obstacles...".

THERE IS A TRAFFIC CONSTRUCTION!

According to the Investment Certificate issued by the Southeast Economic Zone Management Board to the North Central Glove Manufacturing Joint Stock Company: The North of the land area for the Labor Protective Glove Factory Project is 6m away from the Road Vehicle Inspection Center and the goods storage system of Ha An M&E Investment and Development Joint Stock Company (to build a drainage ditch); the Southeast is 30m away from the current residential area; the East borders the 24m wide industrial park planning road; the West is 10m away from the boundary of the 148-hectare Industrial Sub-Zone of the WHA Project (to build a drainage ditch). Regarding the progress of the main objectives of the project: From August 2021 to December 2024, carry out legal procedures to obtain a Construction Permit; from January to December 2025, construct project items, install machinery and equipment; January 2026, put the project into operation.

On January 17, 2020, the Southeast Economic Zone Management Board issued Decision No. 16/QD-KTK approving the total construction site of the Labor Protective Glove Factory Project of the North Central Glove Manufacturing Joint Stock Company in Area A - Nam Cam Industrial Park. By October 28, 2022, in Decision No. 36/QD-KKT, the Southeast Economic Zone Management Board leased land to the North Central Glove Manufacturing Joint Stock Company to implement the Labor Protective Glove Factory Project (signed Land Lease Contract No. 18/HDTĐ-KKT dated November 10, 2022). The Company was also granted a Construction Permit by the People's Committee of Nghi Loc District (old) (November 20, 2024), valid for 12 months from the date of issuance; in case of overdue, it must request an extension of the Construction Permit.

Regarding the on-site verification at Area A - Nam Cam Industrial Park by the reporter of Nghe An Newspaper, Radio and Television, it was found that the planned roadway is 24m wide, at the section adjacent to the land belonging to Ha An M&E Investment and Development Joint Stock Company with the land implementing the Labor Protective Glove Factory Project of the North Central Glove Production Joint Stock Company, there are always many types of trucks and container trucks parked. This situation shows that the request of the North Central Glove Production Joint Stock Company about the congestion of the common path, no entrance to carry out the construction items of the Labor Protective Glove Factory Project is well-founded.

Regarding traffic routes, including roads in industrial zones, they are works used for public purposes. Regardless of any organization or individual who invests, they cannot therefore appropriate or use them for private purposes, or obstruct and cause congestion. Here, the North Central Glove Manufacturing Joint Stock Company has been approved for construction site planning, granted an Investment Certificate, land lease, construction permit, etc. to carry out the project in Nam Cam Industrial Park. Therefore, the Management Board of the Southeast Economic Zone needs to urgently inspect, clarify hidden issues, and remove obstacles so that the Labor Protective Glove Factory Project can be implemented!
