On the same day, October 23, 2025, the Southeast Economic Zone Management Board held a working session with the North Central Glove Manufacturing Joint Stock Company (investor of the Labor Protective Glove Factory project) and Ha An M&E Development Investment Joint Stock Company (investor of the Motor Vehicle Inspection Center and Goods Storage Warehouse System Investment Project). Then, on October 25, 2025, Notice No. 276/TB-KKT was issued on the Conclusion of the Head of the Southeast Economic Zone Management Board at the working session on October 23, 2025.

In Notice No. 276/TB-KKT, it is stated that in order to have a basis to synthesize reports to the Provincial People's Committee and relevant competent authorities on handling the proposal to open a connecting road to the project land of the Labor Protection Glove Factory in Area A - Nam Cam Industrial Park, first of all, the Management Board of the Southeast Economic Zone must complete the review of legal procedures and implementation progress of related projects in the area.

To implement this content, the Southeast Economic Zone Management Board assigned the Department of Construction and Environment to preside over and coordinate with the departments and affiliated units to review legal procedures related to the fields of investment, planning, construction, land, environment and traffic connection for the two projects of the Labor Protection Gloves Factory and the Motor Vehicle Inspection Center and the warehouse system for storing goods in Area A - Nam Cam Industrial Park (including clarifying the land use progress and extending the land use progress according to the provisions of the law on land).

Assign the Planning and Investment Department to review legal procedures related to the field of investment licensing for 2 projects (including clarifying the project implementation progress and extending the progress according to the provisions of the law on investment).

Assign the Project Management Board of Nghe An Economic Zone to review and report on the legal status and implementation plan of project line 2 of the traffic system of Zone A - Nam Cam Industrial Park (focusing on clarifying the D4 service road, related to the 2 projects of Labor protection glove factory and Motor vehicle inspection center and warehouse system for storing goods in Zone A - Nam Cam Industrial Park).

Regarding the North Central Glove Manufacturing Joint Stock Company, the Southeast Economic Zone Management Board requested to report on the implementation status, difficulties, problems, recommendations, proposals and provide documents and files related to the Labor Protective Glove Factory project.

On the side of Ha An M&E Investment and Development Joint Stock Company, the Management Board of the Southeast Economic Zone requested to report on the implementation status and provide documents and files related to the investment project to build a motor vehicle inspection center and a warehouse system for storing goods; provide documents and files related to technical design approval, site clearance compensation, construction, acceptance and handover for use and other contents related to the traffic organization plan for the intersection connecting the branch road from the road motor vehicle inspection center to National Highway 1 at Km445+470. At the same time, comment on the content that the Company is using the planned area of ​​the 24m service road of the industrial park in front of the project to rent and display trucks and containers, causing congestion and occupying the common path, as stated in Complaint No. 68/BTB-UBND dated October 8, 2025 of the North Central Glove Manufacturing Joint Stock Company.

For the locality where Area A - Nam Cam Industrial Park is located, the Management Board of the Southeast Economic Zone also requested the People's Committee of Trung Loc commune to coordinate, review, and provide relevant documents on investment, construction, land, and environment for the above two projects to be handled by the People's Committee of Nghi Loc district and the People's Committee at the commune level (before July 1, 2025) according to their functions.

Need to invest in completing the 24m planning road!

In recent days, we have been provided with Document No. 884/KKT-XDMT dated May 19, 2025 of the Southeast Economic Zone Management Board on guiding the North Central Glove Manufacturing Joint Stock Company to open traffic routes for the Labor Protective Glove Factory project in Area A - Nam Cam Industrial Park.

At the same time, the Southeast Economic Zone Management Board reiterated that the North Central Glove Manufacturing Joint Stock Company had made a commitment in Document No. 02/CV-BTB dated October 1, 2019 (the time of project implementation proposal - PV) with the content that, in the condition that the technical infrastructure system in Area A - Nam Cam Industrial Park has not been fully invested and constructed according to the plan, it will fully bear the costs to overcome difficulties in connecting traffic technical infrastructure, electricity supply, water supply, drainage...

Then in the detailed instructions, there is a suggestion for North Central Glove Manufacturing Joint Stock Company."Proactively work with Ha An M&E Development Investment Joint Stock Company to negotiate and agree to use a common connection point with National Highway 1A".

With this information, it shows that the fundamental and core cause leading to the problem is due to the unfinished construction of the technical infrastructure of Area A - Nam Cam Industrial Park; in addition, the investors of the projects here cannot find a common voice, cannot create consensus, specifically here are the North Central Glove Production Joint Stock Company and Ha An M&E Development Investment Joint Stock Company.

Regardless of any organization or individual who invests, they cannot therefore appropriate, use for the wrong purpose, or obstruct and cause congestion.

Therefore, to completely resolve the petition of the North Central Glove Manufacturing Joint Stock Company, it is necessary to consider and handle the illegal use of the planned section of 24m road in Area A - Nam Cam Industrial Park; at the same time, it is necessary to focus on investing in the construction and completion of the entire D4 road according to the planning approved by competent authorities.
