The Prime Minister has just issued Directive No. 15/CT-TTg on enhancing the use of electronic documents in the operations of state agencies.

Specifically, according to Directive No. 15, the Prime Minister requires ministries, branches and localities to strive to achieve the goal that in the internal activities of state agencies at all levels, from 2014, at least 55% of documents will be exchanged entirely in electronic form and by the end of 2015, strive to reach 80% (in which electronic documents in the form of scanned images, digitized from paper documents account for less than 50% of the total number of electronic documents exchanged internally).

Before the first quarter of 2014, except for documents with confidential regulations, 100% of documents, files, and materials submitted to the Government and the Prime Minister to resolve work and 50% of documents exchanged between ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally-run cities, in addition to the paper file, must be accompanied by an electronic version of the entire document file.

During the 2013-2015 period, ministries, branches and localities strive to achieve the target of 60% of official documents and files submitted to ministries, ministerial-level agencies, ministers and heads of ministerial-level agencies, provincial People's Committees, and provincial People's Committee Chairmen to resolve work in addition to paper copies, must be accompanied by electronic copies of all submitted files...

Ministries, sectors and localities increase the exchange of electronic documents between units under ministries, departments, sectors, districts and towns in localities. In 2014, 30% of official documents and papers were in electronic form, 35% of documents were in mixed electronic form with paper copies; by the end of 2015, at least 50% of documents were exchanged in mixed form.

100% of electronic information portals or websites of state agencies post legal documents, summary reports, statistics on industries and management fields, draft documents requiring consultation under state management authority and other information.
