According to the telegram, the Office of the Central Steering Committee for Flood and Storm Prevention and Control requested the Steering Committee for Flood and Storm Prevention and Control and Search and Rescue of provinces, cities and ministries and branches to strictly manage the departure of ships and boats, resolutely not allowing unsafe means of transport to operate at sea; maintain communication between ships and centers on land and vice versa to promptly organize rescue when necessary.
