Request to review the implementation of salary regime for teachers
The Ministry of Education and Training has just requested universities, academies, colleges and units under the Ministry to review and report on the implementation of current salary allowance regimes for cadres, civil servants and public employees under their management.
Accordingly, regarding salary allowance regimes, it is recommended to report and evaluate the advantages and limitations in the regulations on: Beneficiaries of allowances, conditions of application, benefit levels, and payment methods of each type of salary allowance for subjects under management, including:

Leadership position allowance; seniority allowance beyond the framework; allowance for holding concurrent leadership positions; regional allowance;
Special allowance; attraction allowance; mobility allowance; toxic and dangerous allowance; teacher seniority allowance;
Professional allowances; professional responsibility allowances; work responsibility allowances; long-term work allowances in areas with particularly difficult socio-economic conditions; public service allowances; other allowances (if any)...
Regarding payment of additional income to employees: Propose to report and evaluate the advantages and limitations of implementing regulations on payment of additional income to employees according to Decree No. 43/2006/ND-CP stipulating the right to autonomy and self-responsibility for performing tasks, organizing apparatus, payroll and finance for public service units.
Sources to ensure salary, salary allowances, and budget reports from the state budget; funding from career revenue sources according to State regulations.
The Ministry of Education and Training also requires units to propose and recommend amendments and supplements to the subjects, conditions of application, benefit levels, methods of paying salary allowances, additional income for employees and current additional salary coefficients in correlation between industries and occupations; reasons for proposals.
