First of all, it is necessary to affirm that the area that China National Offshore Oil Corporation announced for international bidding lies entirely within the 200-nautical mile exclusive economic zone and continental shelf of Vietnam according to the 1982 UN Convention on the Law of the Sea. This is absolutely not a disputed area.
China's brazen invitation to international bids in Vietnam's exclusive economic zone and continental shelf is an illegal and invalid act, seriously infringing upon Vietnam's sovereignty, jurisdiction and legitimate national interests, violating the 1982 United Nations Convention on the Law of the Sea, of which China is a member state, complicating the situation and causing tension in the East Sea.
Vietnam strongly protests and requests that China immediately cancel the above-mentioned illegal bidding, not take any action that complicates the situation in the East Sea and expands the dispute, strictly comply with the Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China, respect international law, especially the 1982 UN Convention on the Law of the Sea and the spirit of the Declaration on the Conduct of Parties in the East Sea (DOC).”
