Weak management of tourism activities
(Baonghean) -It can be assessed that tourism activities have made a positive contribution to the estimated economic index achieved in the first 6 months of 2012 of the whole province, with revenue of 971 billion VND, equal to 130% of the same period in 2011. Thus, it shows the "advantage" of development in times of recession, inflation... However, in reality, there are many problems that need to be overcome and adjusted soon to create sustainable growth for the tourism economy.
Resolution 05-NQ/TU on tourism development in Nghe An in the period of 2011 - 2020 with the general goal: "Continue to accelerate the speed of tourism development in a sustainable manner, making Nghe An tourism a truly important economic sector with an increasingly high proportion of tourism GDP in the economic structure, striving by 2015, Nghe An becomes a service and tourism center in the North Central region and one of the key tourist destinations of the country". The results achieved in the first 6 months of this year (3.085 million tourists to Nghe An) show that the capacity of our province's tourism can strive to achieve the goals set out in the Resolution (specifically, by 2015, welcoming 3.5 - 4 million visitors, tourism revenue increases by an average of 20 - 22%). However, as mentioned above, the key is the goal of "sustainable development"; But to do that, first of all, we must demonstrate the role of state management in tourism development.

Immediately after implementing Resolution 05 of the Provincial Party Committee, tourism activities were directed by the province for the competent sector to advise on the development of an action program for implementation and were approved by the Provincial People's Committee in April 2012, which is a great driving force for tourism activities to soon build a development roadmap with appropriate adjustments to goals, tasks and solutions, creating results right from the 2012 tourist season. Currently, Vinh City, Cua Lo Town, and Nam Dan are key tourist destinations of Nghe An; in which Cua Lo Town with its beach and resort tourism destinations accounts for a large proportion of the total tourism revenue of the whole province (with an index of more than 40%). Thus, Vinh City and Nam Dan in reality have not yet promoted the tourism development target. The first limitation here is that the state management of tourism in Vinh City, Nam Dan and localities in the current tourism development planning is very weak. The lack of a specialized and specialized tourism management apparatus, a team of low-quality and concurrently or non-specialized staff... are major obstacles and the biggest immediate shortcomings in implementing tourism development according to Resolution 05 of the Provincial Party Committee. An example can be given of Cua Lo in this beach tourism season. Although it has received a lot of attention and direction, has attracted significant investment and has experience from implementing "5 no's" since 2006, but because of the weak state management of the locality, this beach tourism season has resulted in a situation of losing control of the operation of the electric car fleet with the situation of soliciting customers for commissions, jet skis running across the beach inviting customers causing insecurity, and some service kiosks not posting prices, the situation of waste polluting the environment... These are the immediate "risks" threatening the image and brand of Cua Lo.
In state management of tourism, we must always pay attention to competitiveness. Currently, in general, tourism in our province is also gradually revealing limitations and inadequacies in competitiveness compared to neighboring provinces such as Ha Tinh, Thanh Hoa and some other localities in the development orientation of Nghe An tourism. In investment in tourism promotion and advertising, compared to the organization and participation in tourism - cultural events of equivalent scale, Ha Tinh and Thanh Hoa are often allocated 4-5 times more funding than us, some localities such as Ninh Binh are allocated up to 10 times more than us... Currently, Ha Tinh is implementing investment in building Thien Cam beach with more than 10,000 billion VND, if neighboring provinces are one step ahead of us in terms of quality of state management of tourism and pay high attention to promotion and advertising, then surely Cua Lo will face great competition in the future. Looking at Thanh Hoa province, the organization of the Sam Son beach tourism season in 2012 is highly appreciated and they have really innovated and tightened management to create a good beach tourism environment with clear changes compared to previous tourist seasons. As far as we know, for Sam Son to have an impressive beach season like this year 2012, first of all, there is the real concern of Thanh Hoa province and the drastic participation of Sam Son town. Besides, Thanh Hoa is also a locality with outstanding advantages with large-scale historical relics such as Lam Kinh ancient capital and the world heritage of Ho Dynasty Citadel; While Nghe An has the Kim Lien relic site recognized as a special national relic, its effectiveness in promoting tourism has not been as expected... In April 2012, in Thua Thien - Hue, the workshop "Potential and development direction of tourism in the North Central region" took place. In a discussion on the direction of regional tourism development linkage, answering the question "what do tourists look for in the North Central region", Nghe An was mentioned in terms of tourism types associated with 3 locations: Pu Mat, Kim Lien, Cua Lo. But, as mentioned above: Cua Lo is at risk of losing its competitiveness, Kim Lien has not yet had an effective solution to promote its effectiveness, and Pu Mat is really "zero" in attracting investment for tourism development. That is the issue that the province and the tourism industry pay attention to when implementing tourism development according to Resolution 05...
The results of tourism activities in the first 6 months of 2012 are positive for striving to successfully complete the planned targets for the whole year; however, the shortcomings in state management of localities and low investment in propaganda and promotion work must be considered soon to have changes immediately in implementing the plan for the last 6 months of the year.
