(Baonghean.vn) - Over the past year, the rate of having a third child or more has continued to increase throughout the province, with a significant proportion being cadres and Party members.
According to the Population and Family Planning Department's summary, as of this time, there are nearly 12,000 cases of violations of the Population and Family Planning policy, having a third child or more in 2019 throughout the province. The highest number is in Yen Thanh district with 1,647 cases. Following that are Quynh Luu (1,529), Dien Chau (1,494), Hoang Mai town (944), Do Luong (880), Nghi Loc (871), Vinh city (838), Thanh Chuong (769), Nghia Dan (598), and Nam Dan (580).

Of these, 829 cases involved Party members, including 231 officials in various units, 230 teachers, and 368 Party members residing in villages and hamlets. According to reports from the units, 2,358 cases of violations have been processed. The disciplinary action against Party members is governed by Regulation No. 102-QĐ/TW on disciplinary action against violating Party members. The remaining cases are handled according to local customs, traditions, and the specific regulations of each unit.
Regarding population work, according to specialized statistical reports from the Population and Family Planning Centers of districts, cities, and towns, it is estimated that by December 31, 2019, the entire province had 49,521 newborns, a decrease of 2,724 children compared to 2018. The crude birth rate was 14.74‰, a decrease of 1.11‰ compared to 2018.

According to the statistical report, the number of children born as the third child or later was 11,387, a decrease of 609 children compared to 2018. However, the rate of having a third child or later continued to increase at 23.0%, up 0.1% compared to 2018.
Currently, localities with a higher-than-average rate of third or subsequent births are Yen Thanh, Dien Chau, Quynh Luu, and Do Luong. Meanwhile, many mountainous districts have relatively low rates of third or subsequent births, such as Tuong Duong, Con Cuong, and Que Phong.
