On December 12, 2012, Nghe An Provincial People's Committee issued Decision No. 5008 approving the planning of concentrated livestock and poultry slaughterhouses in Nghe An province until 2020. According to the report of the Department of Agriculture and Rural Development, after more than 1 year of implementing the Decision, 21 districts, cities and towns have approved and planned 125/121 facilities.
By the end of 2015, the province had built, renovated, upgraded and managed 39 facilities (maintaining the operation of 13 old slaughterhouses, investing in the construction of 14 new facilities and upgrading 12 facilities), reaching 55.71% of the 2015 target of 70 facilities and reaching 32.23% of the target by 2020; controlling the slaughter of over 865 pigs and over 90 buffaloes and cows/day and night. In 2016, 6 centralized slaughterhouses continued to be newly built and upgraded.
The progress of building centralized slaughterhouses for livestock and poultry according to the decision of the Provincial People's Committee is still slow and has not achieved the set target. 13 localities in the province have not yet built centralized slaughterhouses for livestock and poultry: Thai Hoa town, Hoang Mai town, Cua Lo town, Quynh Luu district, Nghia Dan, Tan Ky, Anh Son, Con Cuong, Quy Hop, Quy Chau, Que Phong, Tuong Duong and Ky Son.

Currently, there are still many small slaughterhouses among the people, which are not managed. |
During 3 years of implementing the management of slaughter and post-slaughter livestock and poultry products, the working groups of the authorities have inspected, arrested, and handled 9 violations, fined 44.5 million VND; and closed 4 type C slaughterhouses in Nam Anh commune (Nam Dan district), Tay Thanh, My Thanh, and Duc Thanh communes (Yen Thanh district).
Currently, there are too many small, scattered slaughterhouses in residential areas, making it difficult to control slaughter. There are also 668/1,216 households that still slaughter at home, accounting for over 54%. It is estimated that the number of livestock that are controlled for slaughter each year is only about 20%.
