Thirteen districts and towns in Nghe An province do not have centralized slaughterhouses.

(Baonghean.vn) – On the morning of June 28, the People's Committee of Nghe An province held a meeting to hear a report evaluating the three-year (2013-2015) implementation of the plan for centralized livestock and poultry slaughtering facilities in Nghe An province.

Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee - chaired the meeting, which was also attended by representatives of the leaders of relevant departments and agencies.

On December 12, 2012, the People's Committee of Nghe An province issued Decision No. 5008 approving the plan for centralized livestock and poultry slaughtering facilities in Nghe An province until 2020. According to a report from the Department of Agriculture and Rural Development, after more than a year of implementing the Decision, 21 districts, cities, and towns have approved and planned for 125 out of 121 facilities.

By the end of 2015, the entire province had built, renovated, upgraded, and managed 39 facilities (maintaining the operation of 13 old slaughterhouses, investing in the construction of 14 new facilities, and upgrading 12 facilities), achieving 55.71% of the 2015 target of 70 facilities and 32.23% of the target for 2020; controlling the slaughter of over 865 pigs and over 90 buffaloes and cattle per day and night. In 2016, 6 more centralized slaughterhouses were built and upgraded.

The progress in constructing centralized livestock and poultry slaughter facilities, as decided by the Provincial People's Committee, is slow and has not met the set targets. Thirteen localities in the province have not yet started constructing centralized livestock and poultry slaughter facilities: Thai Hoa town, Hoang Mai town, Cua Lo town, and the districts of Quynh Luu, Nghia Dan, Tan Ky, Anh Son, Con Cuong, Quy Hop, Quy Chau, Que Phong, Tuong Duong, and Ky Son.

Currently, there are still many small, unregulated slaughterhouses run by local residents.

Over the past three years, in managing slaughterhouses and post-slaughter livestock and poultry products, task forces of the authorities have inspected, apprehended, and processed 9 cases of violations, imposing fines totaling 44.5 million VND; and closed down 4 Class C slaughterhouses in Nam Anh commune (Nam Dan district), and Tay Thanh, My Thanh, and Duc Thanh communes (Yen Thanh district).

Currently, there are too many small, scattered slaughterhouses in residential areas, making slaughter control very difficult. Furthermore, 668 out of 1,216 households still slaughter animals at home, accounting for over 54%. It is estimated that only about 20% of livestock are subject to controlled slaughter annually.

Comrade Dinh Viet Hong requested that relevant agencies uphold their responsibility in advising and directing the implementation of the Provincial People's Committee's Decision on approving the planning of centralized livestock and poultry slaughtering facilities.

Concluding the meeting, Comrade Dinh Viet Hong requested that all levels, sectors, and localities enhance their responsibility in implementing Decision 5008; and intensify propaganda efforts to ensure that all segments of the population understand the importance of building centralized slaughterhouses to guarantee environmental hygiene and food safety.

In addition, it is necessary to review and rectify the centralized slaughterhouses. Districts and towns that have not yet implemented centralized slaughterhouses must do so soon in accordance with the plan.
