18 sectors periodically rotate positions to fight corruption
Government Inspector General Doan Hong Phong said that Decree 59 stipulates that 18 sectors and fields have positions that must be transferred after 2-5 years to prevent and combat corruption.
Government Inspector General Doan Hong Phong has just signed a document to send to the Head of the National Assembly Delegation of Lang Son province to respond to voters' petitions related to specific regulations on the list and periodic deadline for job position transfers according to Clause 1, Article 36, Decree 59.
Responding to voters, Government Inspector General Doan Hong Phong said that the Law on Anti-Corruption stipulates that people with positions and powers working in certain positions related to personnel organization, public finance management, public assets, public investment, and directly contacting and handling the work of other agencies, organizations, units, and individuals must be transferred to other positions.

The period of periodic job transfer is from 2 years to 5 years depending on the characteristics of each industry and field.
The Law on Anti-Corruption has assigned the Government to specify in detail the job positions that must be transferred and the periodic deadline for job transfers at ministries, ministerial-level agencies, government agencies, and local authorities.
The Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the State Auditor General, the Director of the Office of the President, the Director of the Office of the National Assembly, the central agencies of political organizations and socio-political organizations shall specify in detail the job positions that must be transferred and the periodic time limit for job position transfers for persons holding positions and powers under their management authority.
Based on the above provisions, the Government issued Decree 59 detailing a number of articles and measures to implement the Law on Anti-Corruption, stipulating job positions that must be converted in 18 sectors and fields.
Positions that must be periodically rotated include accounting, public procurement, and budget allocation. In the inspection field, positions that must be periodically rotated include officers working in inspection, citizen reception, complaint and denunciation handling, and anti-corruption of agencies, organizations, and units; Civil servants assigned to perform specialized inspection tasks.
The field of organizing cadres and positions that must be periodically rotated is personnel appraisal to submit to competent authorities for appointment, transfer, rotation, training, and development of cadres, civil servants, and public employees; Organizing recruitment of civil servants and public employees; civil servant and public employee promotion exams; and civil servant professional title promotion exams.
Positions that must be periodically rotated in the construction sector are licensing, project appraisal, and planning management. Officers that must periodically rotate positions in the transportation sector are technical appraisal, traffic works management; Vehicle inspection; Testing and licensing of vehicle drivers...
The Government assigns Ministers, Heads of ministerial-level agencies, and Heads of Government agencies to be responsible for specifying the list and periodic deadline for job transfers in agencies, organizations, units, and within the scope of management by sector and field at local authorities for implementation.
However, the above list of positions is only a general provision. Ministers, Heads of ministerial-level agencies, and Heads of Government agencies are responsible for specifying the list and the periodic period for job position transfers of their agencies and units according to the principle: The periodic period for job position transfers is from 2 full years to 5 years depending on the characteristics of each industry and field.
For the Government Inspectorate, this agency has issued Circular 03 detailing the list and period of periodic job transfer at the Government Inspectorate and job positions in the fields of inspection, citizen reception, complaint and denunciation settlement and anti-corruption at local authorities.
Mr. Doan Hong Phong said that in the coming time, the Government Inspectorate, as the state management agency in the field of anti-corruption, will continue to review relevant legal documents on anti-corruption to advise the Government and the National Assembly to amend and supplement inappropriate regulations.
