Nghe An: Temporarily suspend recruitment, planning, mobilization, rotation, appointment, and introduction of leadership and management positions.

On March 10, Nghe An Provincial Party Committee issued an official dispatch on personnel work policy to reorganize the apparatus.

Accordingly, implementing Conclusion No. 128-KL/TW, dated March 7, 2025 of the Politburo on personnel work policy, the Standing Committee of the Provincial Party Committee requests Party committees at all levels, Party organizations and relevant localities, agencies and units to implement the following contents:

Continue to effectively implement Conclusion No. 121-KL/TW dated January 24, 2025 of the Central Executive Committee; Conclusion No. 126-KL/TW dated February 14, 2025, Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system and implementation documents of the Provincial Party Standing Committee.

From March 7, 2025 until the completion of the project to disorganize district-level administrative units and merge and reorganize commune-level administrative units; to reorganize and streamline the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State, the Standing Committee of the Provincial Party Committee agrees on the following policy:

- For the Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and State in the province:Temporarily suspend recruitment, planning, mobilization, rotation, appointment, and introduction of leadership and management positions in these organizations and affiliated agencies and units.

For provincial departments, branches and sectors:Temporarily suspend recruitment of civil servants and public employees (except for recruitment of civil servants in the Education - Training and Health sectors).

For district and commune levels:Temporarily suspend the recruitment of civil servants and public employees, planning, mobilizing, rotating, appointing, recommending candidates for leadership and management positions, and perfecting and supplementing Party committees, standing committees of Party committees, secretaries and deputy secretaries at district and commune levels.

In special cases, it is really necessary to improve and supplement some positions as follows:

The positions of secretary, deputy secretary, chairman of the People's Council, chairman and vice chairman of the People's Committee at the district level shall be carefully, cautiously and comprehensively considered by the Standing Committee of the district Party Committee, reported to the Standing Committee of the Provincial Party Committee to report and seek opinions from the Central Organizing Committee before implementing the process of perfecting and supplementing personnel according to regulations.

The positions of secretary, chairman of the People's Council, and chairman of the People's Committee at the commune level shall be carefully, cautiously, and comprehensively considered by the Standing Committee of the district Party Committee, and reported to the Standing Committee of the Provincial Party Committee for approval before implementing the process of personnel consolidation and supplementation.

For cases of consolidation, supplementation, and transfer of leadership and management positions that have completed the personnel process and sent a request to the competent authority (in the province, the Provincial Party Committee's Organization Board, in the district, the District Party Committee's Organization Board) before March 7, 2025, they will be considered according to regulations. For reappointment of leadership and management positions, it will be implemented according to current regulations.

In cases of recruitment and transfer of civil servants in the Education - Training and Health sectors at the district level that have had policies from competent authorities before March 7, 2025, they will continue to be implemented; in cases where recruitment is necessary after March 7, 2025, they will report to the Provincial Party Standing Committee for policies before implementation.

Assign the Provincial Party Committee's Organization Board: Monitor the implementation in agencies, localities, and units; promptly report to the Provincial Party Committee's Standing Committee for consideration and direction in case of arising problems. After the competent authority decides on a specific arrangement plan for the organization of the political system, it shall proactively advise and propose the Provincial Party Committee's Standing Committee to continue directing related contents regarding personnel work according to regulations.

During the implementation process, if any problems arise, the Party committees, agencies, localities and units shall promptly report to the Provincial Party Committee Standing Committee (through the Provincial Party Committee's Organization Committee) for consideration and resolution.
