Through initial investigation, Thinh is the leader of a gang of gangsters operating in the fields of professional gambling, loan sharking, and debt collection in the suburbs of Ho Chi Minh City.
According to the suspects' statements, at the end of 2013, Mr. Nguyen Van L (born in 1971, in Thu Duc district, temporarily residing in Binh Tan) owed Thinh 13,500 USD for football betting, but he hid and refused to pay. On January 30, 2016, Mr. L was drinking coffee in Tan Phu district when he was discovered by Thinh's group and taken to a karaoke room on Huong Lo 3 street, Tan Phu district. After 2 hours of brutally torturing Mr. L and forcing him to sign a debt paper of 900 million VND, Thinh and his accomplices drove Mr. L to the Cambodian border.

From January 31 to February 20, Mr. L was tied up and beaten in a closed room of two casinos in Cambodia. The gang repeatedly called Mr. L's girlfriend, demanding an advance payment of 200 million VND before releasing him. Thinh was the one who directly threatened Mr. L's girlfriend, saying that if she did not pay the money, they would cut out and sell Mr. L's kidney.
However, after 21 days of imprisonment, beatings, and torture, Mr. L was released back to Vietnam and the gang led by Thinh threatened to continue collecting debt later. Immediately after returning to Vietnam, Mr. L went to Tan Phu District Police to report the incident.
